To eliminate corrupt and bullying civil servants and public employees, in addition to the Government's determination, we need the support of the people and businesses.

The Head of Government last week continued to request Ministries, branches and localities to promptly resolve recommendations and feedback from businesses compiled by the Government Office, forward them to competent handling agencies, respond to businesses, and send them to the Government Office for public disclosure on the Government Electronic Information Portal.

The Prime Minister also directed the Government Office to organize the inspection of the implementation of this task and other tasks assigned by the Government and the Prime Minister, in conjunction with the implementation of the responsibilities of management, operation and handling of work of ministries, agencies and localities, and report to the Prime Minister.

It can be seen that procedures and documents related to business production activities of enterprises have never been so concerned by the Prime Minister and ministries and branches as they are now. The message given in the Prime Minister's determination to reform administrative procedures is to resolutely remove incompetent civil servants from the apparatus.

With the motto of saying and doing, the Prime Minister has directed the establishment of a Working Group to monitor, urge and inspect the implementation of the instructions of the Government, the Prime Minister and the superior agencies, leaders from central to local levels. Thanks to that, for the first time, the Government has completely resolved the backlog of documents. In recent months, with the determination to build a Government that creates development, integrity, action, and serves the people and businesses, the Government has resolutely focused on overcoming limitations and weaknesses, promptly removing difficulties and obstacles and solving important and urgent issues related to administrative procedure reform and removing difficulties for businesses.

The Prime Minister and members of the Government have focused on directing the improvement of management and administration effectiveness; strengthening discipline; strictly controlling and ensuring the efficiency of public spending; practicing thrift and combating waste in state agencies and in the whole society; combating group interests, especially in equitization and public investment; and strengthening the fight against corruption.

The Government has also focused on researching and handling strategic and macro issues, promptly resolving urgent and pressing social issues, effectively performing state management functions, and effectively serving the needs of people and businesses.

Over the past 10 months, over 91,700 new businesses have been registered, up 18.3% in number and 46.2% in registered capital; the number of businesses returning to operation increased by 38.8%; the number of businesses temporarily suspending operations decreased by 28.8%. These are bright colors in the picture of the country's economic development.

A common spirit that is reflected in the words, instructions and actions of the Prime Minister and members of the Government is the determination to build a state administrative apparatus at all levels that is honest, clean, effective, disciplined and disciplined. Focus on building a team of civil servants who are "diligent, thrifty, honest, upright, fair-minded and impartial"; resolutely and strictly handle negative and corrupt officials and civil servants. Before the National Assembly, the Prime Minister expressed his determination to remove from the apparatus incompetent officials and civil servants who harass people and businesses.

In order for this determination to achieve the desired results, the Government also calls on the business community and all people to join in, say no to negativity, corruption, and waste; form a healthy and civilized business and behavioral culture, and not create opportunities for officials and civil servants to be corrupt and wasteful. This means that efforts to improve the public apparatus do not only require efforts from the government but also require strong support from the people and businesses, and strict and effective supervision so that there are no more opportunities for bad habits and vices of anyone with conditions to be nurtured and developed./.
