Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council chaired the inspection.

Participating in the inspection were comrades Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Xuan Dai - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; and representatives of a number of provincial departments and branches.

Reviewing the results of practicing thrift and fighting waste in 2016 and the tasks for 2017, the delegates basically agreed with the report presented by the Department of Finance. The issue that many delegates were interested in discussing was that the debt for basic construction investment was still large; many unfinished projects were put into use slowly compared to requirements, causing price increases.

The connection between State public investment and public investment in enterprises has not received much attention, so it has not created efficiency in investment. There is also the waste in land management and use in projects; agricultural and forestry land; land assigned to localities for management; mineral exploitation in the province; irrigation infrastructure has not been effective.... There is the waste of resources, for example, the wasteful use of school medical staff and school accounting; tax evasion, tax delay, tax arrears...

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed that the Provincial People's Committee has focused on solutions to limit waste in the field of construction investment.

Referring to waste in investment, Mr. Le Xuan Dai - Vice Chairman of the Provincial People's Committee said that saving in investment policies and in people's consumption is very important. The Provincial People's Committee has established an inspection team for 85 investment projects that are behind schedule and cannot be implemented, of which 12 projects have been revoked and are continuing to direct the revocation.

According to Vice Chairman of the Provincial People's Council Hoang Viet Duong, it is necessary to clearly identify key areas and sectors with waste that need to be strengthened in order to propose solutions and drastic direction. Focus on solutions to direct and operate the government to maximize cost savings.

Reviewing the 2016 environmental protection report, delegates suggested paying attention to the pollution of underground and surface water sources; speeding up the resolution of environmental pollution caused by pesticide residues, spontaneous slaughter of livestock in residential areas, and existing production facilities in residential areas... Some delegates also said that it is necessary to make a list of some key projects to strengthen inspection and control; raise awareness and responsibility of organizations and individuals in environmental protection...

Also this morning, the Economic - Budget Committee reviewed reports related to the 2016 budget revenue and expenditure estimates and the 2017 budget allocation.

Comrade Nguyen Xuan Hai - Director of the Department of Finance reported on the results of revenue and expenditure of the budget in the first 6 months of the year and tasks for the last 6 months of 2016.

Concluding the review, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council requested the drafting agencies to seriously absorb the opinions of the delegates to supplement and complete the reports.

Regarding the report on thrift and waste prevention, comrade Le Hong Vinh suggested paying attention to thrift and waste prevention solutions in the use of land and mineral resources; improving the quality of practical investment policy approval; strictly controlling the purchase and use of assets in state agencies; managing the collection and use of funds. Advise on the issuance of an action program to practice thrift and prevent waste.

Regarding the report on environmental protection, the Head of the Economic - Budget Committee of the Provincial People's Council suggested that it is necessary to comprehensively assess and supplement the environmental situation in industrial clusters; production facilities; and license farms and ranches. It is necessary to identify projects and facilities causing serious pollution for monitoring and remediation; pay attention to environmental restoration solutions in forest fires and mineral exploitation; advise on sanctions and responsibilities of organizations and individuals for causing environmental pollution./.
