Attention should be paid to preventing the waste of land resources.

(Baonghean.vn) - On the morning of November 29th, the Economic and Budget Committee of the Provincial People's Council conducted an inspection of several reports within its assigned areas of responsibility.

Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, and Head of the Economic and Budget Committee of the Provincial People's Council - presided over the verification meeting.

Participating in the inspection were comrades Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; and representatives from several provincial departments and agencies.

Reviewing the results of the 2016 austerity and anti-waste efforts and the tasks for 2017, the delegates generally agreed with the report presented by the Department of Finance. A key issue that many delegates discussed was the large outstanding debt for capital construction investment; and the fact that many unfinished projects are being put into use later than required, leading to increased costs.

The integration of state-funded public investment with public investment in enterprises has not received sufficient attention, resulting in ineffective investment. This is compounded by wasteful management and use of land in projects; land in agricultural and forestry farms; land allocated to local authorities; mineral exploitation within the province; and inefficient irrigation infrastructure. Furthermore, there is a waste of resources, for example, the wasteful use of school health and accounting staff; tax evasion and arrears; and outstanding tax debts.

Comrade Le Xuan Dai, member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, affirmed that the Provincial People's Committee has focused on solutions to reduce waste in the field of investment and construction.

Regarding wastefulness in investment, Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee - stated that saving in investment policies and in people's consumption is very important. The Provincial People's Committee has established a team to inspect 85 investment projects that are behind schedule or unlikely to be implemented, including 12 projects that have been revoked and are continuing to direct the revocation of others.

According to Vice Chairman of the Provincial People's Council Hoang Viet Duong, it is necessary to clearly identify key areas and sectors where waste is occurring and where efforts need to be intensified in order to propose solutions and provide decisive direction. Emphasis should be placed on solutions for directing and managing the government to maximize cost savings.

Comrade Hoang Viet Duong, Vice Chairman of the Provincial People's Council, suggested that it is necessary to clarify the key areas of waste and environmental pollution in order to find feasible solutions.

Reviewing the 2016 environmental protection report, delegates suggested paying attention to groundwater and surface water pollution; accelerating the resolution of environmental pollution caused by pesticide residues, unregulated livestock slaughter in residential areas, and production facilities located within residential areas... Some delegates also suggested creating a list of key projects to strengthen inspection and control; and raising awareness and responsibility of organizations and individuals in environmental protection...

Also this morning, the Economic and Budget Committee conducted an audit of reports related to the 2016 budget revenue and expenditure estimates and the 2017 budget allocation.

Comrade Nguyen Xuan Hai - Director of the Department of Finance, reported on the results of budget revenue and expenditure for the first six months of the year and the tasks for the last six months of 2016.

Concluding the review, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee, and Head of the Economic and Budget Committee of the Provincial People's Council - requested the drafting agencies to seriously incorporate the opinions of the delegates to supplement and finalize the reports.

Regarding the report on saving and combating waste, Comrade Le Hong Vinh suggested focusing on solutions to save and combat waste in the use of land and mineral resources; improving the quality of approval of practical investment policies; strictly controlling the procurement and use of assets in state agencies; and managing the collection and use of various funds. He also proposed the issuance of an action program for practicing saving and combating waste.

Construction of the Bản Mồng irrigation project is underway.

Regarding the report on environmental protection, the Head of the Economic and Budget Committee of the Provincial People's Council suggested a comprehensive assessment and supplementation of the environmental situation in industrial clusters; production facilities; and the licensing of farms and agricultural enterprises. It is necessary to identify projects and facilities causing serious pollution for monitoring and remediation; pay attention to solutions for environmental restoration after forest fires and mineral exploitation; and advise on sanctions and the responsibility of organizations and individuals causing environmental pollution.
