Searching for the person who tortured monkeys and posted photos on Facebook

A young man posted many pictures of a group of people strangling monkeys, tying up baby deer's legs, and shooting wild birds to show off his 'achievements' and is being sought by authorities.

Ha Tinh Forest Rangers are searching for the owner of a Facebook account named Dien Tai (believed to be from Huong Khe district, Ha Tinh) for posting many pictures of torturing and hunting wild animals and birds.

Among them is a photo of a man strangling a monkey in a sack while a person next to him holds the animal’s legs. Next is a photo of a group of young men using homemade guns to shoot a bird dead, pulling its wings apart. Another photo shows a fawn with its four legs tied.

According to Mr. Hoang Quoc Huan, Head of Ha Tinh Forestry Department, the above animals are rare and are strictly prohibited from being exploited for commercial purposes.

Previously, in October 2015, authorities in Duy Xuyen district, Quang Nam province, administratively fined 6 million VND to 4 people for capturing two ferrets, then posting pictures of them on Facebook before butchering them.

Article 190 of the Penal Code stipulates that anyone who illegally hunts, kills, transports, raises, confines, or trades in animals on the list of endangered, precious, or rare species, or illegally trades in body parts or products of such animals, shall be subject to a fine of between fifty million and five hundred million VND, non-custodial reform for up to three years, or imprisonment from six months to three years.

If the crime is committed in an organized manner, taking advantage of one's position and power, using prohibited hunting equipment, causing particularly serious consequences... then the penalty is imprisonment from two to seven years:

Offenders may also be fined from ten million to one hundred million dong, banned from holding positions, practicing a profession or doing certain jobs from one to five years.
