Promoting the strength of national unity in Nam Dan

(Baonghean) - Through the concerted efforts of the Fatherland Front at all levels, the people of Nam Dan district have been working together to build an increasingly prosperous life and contribute to building a strong Party and government.

The effectiveness of a campaign

One of the campaigns initiated by the Vietnam Fatherland Front and effectively implemented by the Fatherland Front of Nam Dan district is the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign. Through perseverance, creativity, and the selection of exemplary individuals and specific examples to create a ripple effect, the Fatherland Front at all levels in Nam Dan has done very well in mobilizing people to donate land, assets, money, and labor to build infrastructure and protect the common environment.

In Nam Nghia commune, the Fatherland Front, in coordination with farmers' associations, women's associations, senior citizens' associations, veterans' associations, and youth unions, mobilized its members to take the lead in donating land, assets, and money to expand and build rural roads. They also coordinated with the Party Committee and local government to ensure transparency and democracy, adhering to the principle of "the people know, the people discuss, the people do, the people inspect" in building new rural areas; and promptly commended and rewarded outstanding individuals and groups.

According to Mr. Bui Ba Khang, Chairman of the Fatherland Front Committee of Nam Nghia commune: The locality's success lies in mobilizing the strength of the great solidarity bloc, regardless of whether families are well-off or not, to work together in building the New Rural Area.

To illustrate this, Mr. Khang stated that many exemplary cases in building new rural areas are poor households who voluntarily demolished fences, donated land without compensation, and contributed additional money to the construction of new rural areas, such as: the family of Mr. Nguyen Tran Bay, Hamlet 7; Mr. Nguyen Van Thong, Hamlet 7; Ms. Nguyen Thi Tram, Hamlet 3...

In Nam Loc commune, where the economic conditions of the people are quite difficult, in addition to mobilizing the implementation of many New Rural Area criteria in which the people are the main force, the Fatherland Front of the commune focuses on mobilizing the people to implement the criterion of reducing the poverty rate.

Mr. Nguyen Sy Nghia, Chairman of the Fatherland Front Committee of the commune, said: "To achieve the poverty reduction criteria, based on the resolutions, projects, and economic development programs of the local Party committee and government, the Fatherland Front has actively mobilized the people to implement them. Therefore, with the same land and people, Nam Loc has developed many effective new economic models such as commercial corn production, new rice varieties, hillside lemon cultivation, goat breeding models; and the development of services and trades... The poverty rate in the commune decreased by 3.6%, and the commune was recognized as achieving the New Rural Area standard in 2016."

Besides general guidance and direction, based on the review of communes registering to achieve the New Rural Area (NRA) goals annually and those with few remaining criteria, the District Fatherland Front Committee assigns each member of the Standing Committee and agency staff to directly guide and direct the Fatherland Front committees in the communes to carry out tasks to contribute to the completion of the criteria. They also coordinate with other organizations to undertake some tasks, such as the Farmers' Association actively developing new and effective economic models such as ornamental flower cultivation, high-quality rice farming, commercial vegetable production, chicken farming using biological bedding, and lemon cultivation on hillsides.

The Women's Union participates in environmental protection by organizing monthly environmental cleanup campaigns; organizing "clean from home to street" movements; and building self-managed green, clean, and beautiful road sections. The Youth Union mobilizes rural youth to apply scientific and technical knowledge to production; and at the same time undertakes the construction of some youth projects and tasks such as organizing tree planting along roads, caring for and cleaning cemeteries and martyrs' memorials...

As a result of the 5-year New Rural Development program (2011-2016), Nam Dan district has mobilized resources to build and upgrade 527.7 km of various types of roads; upgraded and repaired 86 km of canals and ditches, 17 pumping stations, and 11 reservoirs and dams; built over 300 new classrooms at schools; built 14 new commune cultural houses; 18 commune headquarters; 17 health stations; built and upgraded 186 village cultural houses, 12 rural markets, and many other projects.


Strengthening supervision and critical review.

Over the past three years of implementing Decision 217/QD-TW, dated December 12, 2013, of the Politburo promulgating the Regulations on Social Supervision and Criticism by the Vietnam Fatherland Front (VFF) and political and social organizations, the supervision and criticism work of the VFF at all levels in Nam Dan district has been organized quite systematically, flexibly, and creatively, taking advantage of the coordination of departments, agencies, and experts to carry out the supervision contents.

The content of the monitoring and review is carefully selected based on key tasks as well as pressing and prominent issues facing the area. Most notably, it involves monitoring the implementation of the environmental protection plan issued by the District People's Committee and the waste collection and treatment work at each facility.

With a sense of responsibility, through monitoring, the Fatherland Front of the district has pointed out specific shortcomings and problems in the implementation of environmental protection work and recommended that the district rectify them; at the same time, it has listened to information and difficulties from the grassroots level to report to the District People's Committee for resolution and removal.

Specifically, prior to monitoring, the indiscriminate dumping of household waste and agricultural waste was quite common in localities, especially in border areas, along National Highway 46, National Highway 15A, canals, ditches, etc.

Following monitoring, localities have focused on establishing waste collection teams in residential areas and maintaining regular monthly environmental sanitation activities. By December 2016, 17 out of 24 communes and towns had signed contracts with environmental companies for waste collection, transportation, and treatment. This is the biggest success for localities in fulfilling the environmental criteria in building new rural areas.

Furthermore, the monitoring of issues such as the implementation of grassroots democracy regulations in communes, wards, and towns; monitoring compliance with the law in the supervision and education of those serving suspended sentences and non-custodial correctional sentences; and monitoring the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term... have yielded many positive impacts.

For the Fatherland Front at the commune level, active implementation of supervision and criticism is in accordance with Decision 217 of the Politburo. According to summaries from the District Fatherland Front Committee, over the past three years, localities have organized more than 100 thematic supervision sessions. The content of the supervision focused on the implementation of preferential policies for people with meritorious services to the revolution; the implementation of grassroots democracy regulations; revenue and expenditure for rural development; basic construction; environmental sanitation, etc.

Through monitoring, the Fatherland Front at the commune level has recommended that competent authorities resolve and handle 25 cases; at the same time, it has rectified many shortcomings and limitations arising in practice. In addition to monitoring, the Fatherland Front from the district to the grassroots level has also participated in providing feedback and critical analysis on the policies, plans, and projects of the Party committees and governments at the same level.

Over the past three years, the District Fatherland Front Committee has organized 15 public consultation sessions; the commune-level Fatherland Front Committees have organized 156 sessions; contributing to ensuring that policies and guidelines are in line with socio-economic development requirements and the legitimate needs, aspirations, and rights of the people.

Mr. Le Van Binh, Chairman of the Fatherland Front Committee of the district, shared: "Through the specific monitoring and recommendations of the Fatherland Front and its members, the Party committees and authorities from the district to the grassroots level have seriously considered and promptly directed, inspected, and rectified the issues, contributing to a new transformation and improving the effectiveness and efficiency of the apparatus at all levels; enhancing the position and role of the Fatherland Front and political and social organizations and the people in building a strong Party and government."

However, according to Mr. Le Van Binh, in order for the Fatherland Front at all levels to better perform its functions of supervision and criticism, in addition to the efforts, progress, innovation, and creativity of the Fatherland Front, Party committees and authorities also need to create mechanisms and specific policies for the Fatherland Front. Ultimately, through the supervision and criticism of the Fatherland Front and other mass organizations, leadership and management activities, as well as those in leadership and management positions, will improve, avoiding mistakes and shortcomings.
