The effectiveness of a campaign

Among the campaigns initiated by the Vietnam Fatherland Front and effectively implemented by the Fatherland Front of Nam Dan district, first of all, the campaign "All people unite to build new rural areas and civilized urban areas" must be mentioned. With perseverance, creativity and choosing typical individuals and points to make specific impacts, thereby creating a spread, the Fatherland Front at all levels in Nam Dan has done a very good job of mobilizing people to donate land, property, money, and working days to build infrastructure and protect the common environment.

In Nam Nghia commune, the Fatherland Front coordinated with mass organizations of Farmers, Women, Elderly, Veterans, and Youth Union to mobilize its members to set an example by donating land, property, and contributing money to expand and build rural roads. Coordinated with the Party Committee and the government to do a good job of public democracy, properly implementing the motto "people know, people discuss, people do, people inspect" in building new rural areas; at the same time, promptly commended and rewarded exemplary individuals and groups.

According to Mr. Bui Ba Khang - Chairman of the Fatherland Front Committee of Nam Nghia commune: The success of the locality is to mobilize the strength of the great solidarity bloc, regardless of whether families have conditions or not, to join hands in building the new rural area.

As evidence of this, Mr. Khang said that many typical examples in building new rural areas are poor households who voluntarily demolished fences, donated land without compensation and contributed more money to build new rural areas, such as: Mr. Nguyen Tran Bay's family, hamlet 7; Mr. Nguyen Van Thong, hamlet 7; Mrs. Nguyen Thi Tram, hamlet 3...

For Nam Loc commune, the economic conditions of the people are quite difficult, so in addition to mobilizing the implementation of many new rural criteria in which the people are the main force, the commune's Fatherland Front focuses on mobilizing the people to implement the criteria of reducing the rate of poor households.

Mr. Nguyen Sy Nghia - Chairman of the Commune Fatherland Front Committee, said: To achieve the poverty reduction criteria, on the basis of resolutions, projects, and economic development programs of the local Party Committee and government, the Fatherland Front actively mobilizes people to implement. Therefore, with the same land and people, in Nam Loc there have been many new and effective economic models such as commercial corn production, new rice varieties, hill garden lemons, goat breeding models; developing services, industries... The poverty rate in the commune decreased by 3.6% and the commune was recognized as meeting the NTM standards in 2016.

In addition to general direction and guidance, based on the review of communes registered to reach the NTM target every year and communes with few criteria, the District Fatherland Front Committee assigns each comrade in the Standing Committee and agency staff to directly direct and guide the Fatherland Front of communes to perform tasks to contribute to the locality in completing the criteria. Coordinate with organizations to undertake some tasks such as the Farmers' Association actively building new effective economic models such as ornamental flower models, high-quality rice, commercial vegetables, raising chickens with biological bedding, growing lemons in hill gardens.

The Women's Union participates in environmental protection by organizing monthly environmental sanitation campaigns; organizing clean movements from home to alley; building green - clean - beautiful self-managed roads. The Youth Union mobilizes rural youth to apply scientific and technical knowledge to production; at the same time, undertakes the construction of a number of projects and tasks of youth such as organizing tree planting on roads, taking care of and cleaning cemeteries, martyrs' memorials, etc.

Strengthen monitoring and criticism

After 3 years of implementing Decision 217/QD-TW, dated December 12, 2013 of the Politburo promulgating the Regulation on supervision and social criticism of the Vietnam Fatherland Front (VFF) and socio-political organizations, the supervision and criticism work was organized by the VFF at all levels of Nam Dan district in a quite methodical, flexible and creative manner, taking advantage of the coordination of departments, branches and experts to carry out the supervision contents.

The content of supervision and criticism is carefully selected based on key tasks as well as urgent and prominent issues arising in the area. The most prominent is the supervision of the implementation of the environmental protection project issued by the District People's Committee and the collection and treatment of waste at each facility.

With a sense of responsibility, through supervision, the District Fatherland Front has pointed out specific shortcomings and problems in the implementation of environmental protection work and recommended the district to rectify them; at the same time, listened to information and difficulties from the grassroots to reflect to the District People's Committee for resolution and removal.

Specifically, before monitoring, the situation of household waste and agricultural waste being thrown away was quite common in localities, especially in border areas, on National Highway 46, National Highway 15A, canals, ditches...

After monitoring, localities have paid attention to establishing collection teams in residential areas; maintaining general environmental sanitation activities periodically every month. By December 2016, 17/24 communes and towns had signed contracts with environmental companies to collect, transport and treat waste. This is the greatest success for localities to complete environmental criteria in building new rural areas.

In addition, the topics of supervision on the implementation of grassroots democracy regulations in communes, wards and towns; supervision of law compliance in the supervision and education of people serving suspended sentences and non-custodial reform sentences; supervision of the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term... have brought about many positive impacts.

For the commune-level Fatherland Front, actively implement supervision and criticism according to Decision 217 of the Politburo. According to the synthesis from the district Fatherland Front Committee, in 3 years, localities have organized supervision of over 100 thematic sessions. The supervision content focuses on the implementation of preferential policies for people with revolutionary contributions; the implementation of grassroots democracy regulations; revenue and expenditure work for new rural construction; basic construction; environmental sanitation...

Through supervision, the Fatherland Front at the commune level has recommended competent authorities to resolve and handle 25 cases; at the same time, it has corrected many shortcomings and limitations arising in practice. Besides supervision, the Fatherland Front from the district to the grassroots level has also participated in giving opinions and criticisms on policies, plans and projects of the Party Committee and government at the same level.

As a result, in 3 years, the District Fatherland Front Committee organized 15 counter-arguments; the Commune Fatherland Front Committee organized 156 meetings; contributing to making policies and guidelines suitable to the requirements of socio-economic development, in line with the requirements, aspirations and legitimate rights of the people.

Mr. Le Van Binh - Chairman of the District Fatherland Front Committee, shared: From the supervision and specific recommendations of the Fatherland Front and its members, the Party Committee and government from the district to the grassroots level have seriously absorbed, and at the same time directed, inspected and promptly overcome, contributing to creating new changes, improving the effectiveness and efficiency of the apparatus at all levels; enhancing the position and role of the Fatherland Front and socio-political organizations and the people in the work of Party building and building a strong government.

However, according to Mr. Le Van Binh, in order for the Fatherland Front at all levels to better perform its monitoring and criticism functions, in addition to the efforts, advancement, innovation and creativity of the Fatherland Front, the Party Committee and the government also need to create mechanisms and have specific policies for the Fatherland Front, because ultimately, through the monitoring and criticism of the Fatherland Front and mass organizations, the leadership and management activities and the leaders and managers will become increasingly better, avoiding mistakes and shortcomings.
