In accordance with Decision No. 6564/QD-UBND dated December 22, 2016, of the Chairman of the Provincial People's Committee on the establishment of an inter-agency inspection team to monitor compliance with administrative discipline and order in the province, the team conducted supervision and inspection in Nam Dan district on the morning of March 17.
During a surprise inspection at Xuan Hoa commune at 7:50 AM, the team noted that, in general, officials and civil servants adhered to working hours. The commune People's Committee has assigned office staff to monitor the adherence to working hours by officials and civil servants.
However, the majority of officials and civil servants do not wear their official identification badges, and the commune has not yet made nameplates or job title signs for officials. Xuan Hoa commune has issued a code of conduct for officials, civil servants, and non-specialized workers, but has not yet provided the inspection team with the commune's regulations on workplace culture.

“The working regulations of the People's Committee for the 2016-2021 term stipulate that the Chairman of the People's Committee of the commune receives citizens once a week, which is not in accordance with the regulation of receiving citizens one day a week as stipulated in the Law on Receiving Citizens. The monthly work program also does not include a schedule for receiving citizens by the Chairman of the People's Committee of the commune,” Mr. Bui Dinh Sang - Chief Inspector of the Department of Internal Affairs, head of the inspection team, noted and reminded the unit to rectify and amend the regulations promptly.

On the morning of the same day, the delegation continued its inspection of administrative discipline and order in Nam Tan commune in accordance with the spirit of Directive 17-CT/TU dated December 3, 2013 of the Provincial Party Committee and Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister. At the time of the inspection, 6 out of 21 commune officials and civil servants had requested leave or were absent, and many officials and civil servants were not wearing their civil servant identification badges during working hours.
The Chief Inspector of the Department of Internal Affairs reminded: "The commune is temporarily borrowing the health station's premises while waiting for the construction of a new headquarters, but many officials and civil servants are not wearing identification badges. How can citizens know who they need to see or who they are dealing with when they come to conduct business? I request that the commune rectify this immediately."
