'Failing to address anonymous complaints will result in many criminals going unpunished.'

(Baonghean.vn) - Voters in Quynh Hoa commune, Quynh Luu district, believe that attention should be paid to resolving anonymous letters with specific and clear content, and that the results should be announced in the mass media after processing.

After hearing Representative Nguyen Sy Hoi's information about the planned work program of the 14th National Assembly in the upcoming 3rd session, the voters generally agreed and highly appreciated the contributions of the Nghe An Provincial National Assembly delegation in the previous session, placing high expectations on the representatives in the upcoming session, who will act as a bridge to convey the thoughts and aspirations of the people to the National Assembly forum.

Sharing their concerns at the conference, voters in Quynh Tan commune raised the following issue: According to Government Decision 22 on housing support for people with meritorious service, which came into effect in 2013, commune policy officials have reviewed and investigated, and currently 57 households have registered to repair their houses, compiling a complete list to send to higher authorities. However, to date, 22 households have completed the repairs, but only 3 households have received the support money.

Another voter, the Chairman of the Elderly Association of Quynh Tan commune, also suggested that the province consider adjusting and increasing the allowance for the vice-chairman of the commune's Elderly Association, because with the current allowance of 200,000 VND per month, it is only enough to cover gasoline costs four times and not enough for anything more. Meanwhile, voters in Quynh Hoa commune questioned why residents of Quynh Hoa are not exempt from irrigation fees according to Decree No. 115/2008/ND-CP and Decree No. 67/2012/ND-CP.

According to this voter, Quynh Hoa is a difficult area for irrigation, with a dilapidated canal system. Every year, the commune has to spend 400 million VND to repair it, while other communes do not have to spend such an unreasonable amount of money. The voter requested that the National Assembly representatives pay attention to the voters' requests and supervise the responses to those requests until they are fully resolved, avoiding situations where requests are received but not addressed.

This voter also argued that anonymous complaints should not be stopped, stating that refusing to address anonymous complaints could easily lead to the omission of many crimes. Instead, complaints with clear and specific content should be addressed, and the results should be publicly announced through mass media after processing.

Concerned about the current state of food safety and hygiene, voters in Quynh Hau commune questioned whether pork products that were temporarily imported for re-export were actually being smuggled out and sold on the market. They also suggested that stricter food safety and hygiene management should be implemented in rural areas, not just in urban areas as is currently the case.

In an open and democratic atmosphere, voters also frankly highlighted other issues that received widespread attention in the area, such as: the need for a law on voter outreach to ensure that people's suggestions are received and resolved promptly; DNA testing and identification of fallen soldiers; whether or not to implement the policy of paying remuneration to cooperative leaders; policies to support people with disabilities; the deadline for handling agricultural vehicles in the district, etc., and received detailed and clear answers from representatives of departments, agencies, and local leaders.

Speaking at the conference, delegate Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - highly appreciated the efforts of Quynh Luu district in the past period. In the overall context of the province, he assessed that Quynh Luu achieved many positive results in the first quarter of this year. “Last year's autumn-winter crop had unfavorable weather, but this year's first quarter has been favorable, resulting in a good harvest for farmers. In addition, seafood catches have increased, and prices have also improved,” the Provincial Party Secretary remarked.

The Head of the Provincial National Assembly Delegation fully acknowledged the concerns and suggestions raised by the voters, while also clarifying some specific issues. Regarding the questions surrounding policy issues raised by voters in Quynh Doi commune, Delegate Nguyen Dac Vinh suggested that voters submit written documents to the National Assembly Delegation so that the Delegation can request relevant agencies to provide specific written responses, allowing voters more time to carefully study the matter.

Responding to a question from voter Quynh Tan regarding the issuance of land ownership certificates to residents, the representative reiterated the report from the Department of Natural Resources and Environment stating that 91% of residents had received land ownership certificates, with only 9% remaining unissued. However, the Provincial Party Secretary added: “The right of residents to hold a land use certificate in their hands is a legitimate right, therefore I request the Department of Natural Resources and Environment to continue paying attention to this issue and help the people resolve it.”

Regarding the difficulties in agricultural product consumption that voters have raised concerns about, Representative Nguyen Dac Vinh emphasized: Vietnam's participation in the WTO and the signing of many FTAs ​​have brought many benefits, but these come with many commitments, such as removing tariff and non-tariff barriers. Helping farmers sell their products is a task for both the province and the central government, and one of the current solutions is to support Vietnamese businesses in developing their trade systems, because if businesses maintain their market share, farmers will have more opportunities to sell their agricultural products.

Concerned about policies for people with meritorious service, the Head of the Provincial National Assembly Delegation also requested the Department of Labor, War Invalids and Social Affairs to develop a priority policy, as there are still many people who have not received benefits under Decision 22. Those who have borrowed money to build or repair houses should be supported first, and other cases that are more difficult should be prioritized for support. According to the delegate, the National Assembly set a goal to complete this policy by the end of 2018 and has issued a resolution requesting the Government to provide funding.

In particular, regarding the proposal to reconsider the province's campaign to support the poor during Tet (Lunar New Year), delegate Nguyen Dac Vinh respectfully acknowledged and accepted the suggestion, but affirmed that this is a necessary measure to meet the emotional needs of society. The poor desperately need a prosperous and meaningful Tet, and the community should continue to provide support. "However, there should be a balance between poor and near-poor households, because in reality, the gap between many near-poor and poor households is not too wide," the Provincial Party Secretary expressed his concern.

In response to voters' concerns regarding land clearance for National Highway 1A, the province has established an inter-agency working group to work with local authorities and provide a full report on the current situation in each commune. The Provincial People's Committee is currently considering a decision, and the National Assembly delegation will continue to urge the Provincial People's Committee to quickly resolve this issue.

Furthermore, delegate Nguyen Dac Vinh stated the Party's general stance of not addressing anonymous letters, but noted that if anonymous letters contain clear and specific information, the relevant authorities will still receive and process them. The head of the Nghe An Provincial National Assembly Delegation also requested that Quynh Luu district continue to advise and coordinate with the Provincial People's Committee to thoroughly resolve outstanding issues of public concern. The opinions expressed at the meeting will be compiled and presented at the National Assembly forum during the socio-economic discussion session and forwarded to the relevant authorities for resolution.
