'Not handling anonymous petitions will miss many criminals'

(Baonghean.vn) - Voters in Quynh Hoa commune, Quynh Luu district believe that it is necessary to pay attention to resolving anonymous petitions with specific and clear content and announce them on mass media after processing.

On the afternoon of April 21, continuing to implement the plan to meet voters before the 3rd session of the 14th National Assembly, National Assembly deputies including: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province; Nguyen Sy Hoi - Major General, Deputy Commander of Military Region 4; Hoang Thi Thu Trang - Director of the Provincial Civil Judgment Enforcement Department met with voters of 8 communes in Quynh Luu district. Also attending were representatives of leaders of provincial departments, branches and sectors and leaders of Quynh Luu district.

After listening to delegate Nguyen Sy Hoi inform about the expected working program of the 14th National Assembly in the upcoming 3rd session, voters basically agreed and highly appreciated the contributions of the Nghe An province National Assembly delegation in the previous session, placing high expectations on the delegates in the upcoming session, as a bridge to convey the people's thoughts and aspirations to the National Assembly forum.

Sharing at the conference, voters of Quynh Tan commune expressed their concerns: According to Decision 22 of the Government on housing support for people with meritorious services, effective from 2013, the commune policy officers have reviewed and investigated, currently there are 57 households registered to repair their houses, and a complete list has been sent to superiors. However, up to now, 22 households have completed and repaired their houses, but only 3 households have received support money.

Another voter, the Chairman of the Elderly Association of Quynh Tan Commune, also proposed that the province consider increasing the allowance for the position of Vice Chairman of the Elderly Association of the Commune, because the current monthly allowance of 200,000 VND is only enough to buy gas 4 times and cannot do anything else. Meanwhile, voters of Quynh Hoa Commune questioned why Quynh Hoa residents are not exempted from irrigation fees according to Decree No. 115/2008/ND-CP and Decree 67/2012/ND-CP.

According to this voter, Quynh Hoa is a difficult area for irrigation, the canal system is degraded, the commune has to spend 400 million VND annually to fix it, while other communes do not have to spend such unreasonable amount of money. The voter recommends that the National Assembly deputies pay attention to the voters' petitions and supervise the response to the petitions to the end, avoiding the case of accepting them but not resolving them.

This voter also believes that we should not stop receiving and handling anonymous petitions, arguing that if we do not accept and handle anonymous petitions, it is easy to miss many crimes. Instead, anonymous petitions with clear and specific content should be handled, and publicly announced in the media after processing.

Concerned about the current state of food safety, voters in Quynh Hau commune asked: is it true that there are currently temporarily imported and re-exported pork products that are being smuggled into the market? At the same time, voters also recommended that it is necessary to pay attention to tightening food safety management in rural areas, not just focusing on urban areas as is currently the case.

In an open and democratic atmosphere, voters also frankly raised other issues that received the attention of many people in the area such as: the need for a law on voter contact to ensure that people's petitions are received and resolved promptly, DNA testing and identification of martyrs, whether or not to implement the policy of paying remuneration to cooperative leaders, policies to support people with disabilities, the time limit for handling agricultural vehicles in the district, etc. and were answered in detail and clearly by representatives of departments, branches, and local leaders.

Speaking at the conference, delegate Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee highly appreciated the efforts of Quynh Luu district in the past time. In the general context of the whole province, the first quarter of this year, Quynh Luu achieved many positive results. "Last year's autumn-winter crop had unfavorable weather, but in the first quarter of this year, the weather was favorable, farmers had a good harvest. Besides, the output of seafood fishing increased, prices also improved compared to before", the Provincial Party Secretary commented.

The Head of the Provincial National Assembly Delegation fully accepted the contents of the voters' concerns and recommendations, and clarified some specific issues. Accordingly, regarding the questions surrounding the policy issues of voters in Quynh Doi commune, delegate Nguyen Dac Vinh suggested that voters send a written request to the National Assembly Delegation so that the National Assembly Delegation has a basis to request the competent authorities to respond specifically in writing to the voters, helping voters have time to study more carefully.

Responding to a question from a Quynh Tan voter about the issuance of red books to people, the delegate reiterated the report of the Department of Natural Resources and Environment stating that 91% of people have been issued red books, while only 9% have not been issued. However, the Provincial Party Secretary added: “Having a land use right certificate in hand is a legitimate right for people, so I request the Department of Natural Resources and Environment to continue to pay attention to help people resolve this issue.”

Regarding the issue of difficult agricultural product consumption that voters are concerned about and recommend, delegate Nguyen Dac Vinh emphasized: Vietnam's participation in the WTO and signing many FTAs ​​brings many benefits, but along with that comes many commitments such as removing tariff and non-tariff barriers. Helping farmers consume products is the task of the province and the Central Government and one of the current solutions is to support Vietnamese enterprises to develop the trade system, because if enterprises maintain market share, farmers will have more opportunities to consume agricultural products.

Concerned about the policy for people with meritorious services, the Head of the National Assembly Delegation of the province also requested the Department of Labor, Invalids and Social Affairs to develop a priority policy, because the number of people who have not yet enjoyed the regime according to Decision 22 is still very large, those who have borrowed money to build or repair their houses will be supported first, other cases who are in more difficult circumstances will be given priority support first. According to the delegate, the National Assembly set a goal of trying to complete this policy by the end of 2018 and has issued a resolution requesting the Government to support capital.

In particular, in response to the proposal to reconsider the province's Tet campaign for the poor, delegate Nguyen Dac Vinh respected and accepted the opinion, but affirmed that this was a necessary action to meet the emotional needs of society, the poor really need a full and meaningful Tet and the community should still support. "Only, there should be a balance between poor households and near-poor households, because in reality the gap between many near-poor households and poor households is not too far", the Provincial Party Secretary expressed his concern.

Explaining voters' opinions on the issue of land clearance for National Highway 1A, the province has established an interdisciplinary working group to work with localities and fully report on the current situation of communes. The provincial People's Committee is in the process of considering a decision, and the National Assembly delegation will continue to urge the provincial People's Committee to quickly resolve this issue.

In addition, delegate Nguyen Dac Vinh also stated the Party's general view that anonymous petitions will not be resolved, but noted that if the anonymous petition has clear and specific content, the competent authorities will still receive and process it. The head of the National Assembly Delegation of Nghe An province also requested that Quynh Luu district continue to advise and coordinate with the Provincial People's Committee to carefully resolve outstanding issues that people are concerned about. Opinions at the conference will be compiled and presented at the National Assembly forum during the socio-economic discussion session and forwarded to competent authorities for resolution.
