Construction on the Quang Trung-Le Loi-Mai Hac De road upgrade project will not begin in 2025.
According to information from the Vinh City Investment Project Management Board, the project to upgrade and expand National Highway 1A through Vinh City, including Quang Trung, Le Loi, and Mai Hac De roads, which was scheduled to begin in 2024, is temporarily suspended and will not commence construction in 2025.
According to the initial plan, the project to upgrade and expand National Highway 1A through Vinh City, running along Quang Trung, Le Loi, and Mai Hac De streets, with a length of 3.64 km, starting from the intersection of Quang Trung Street with Tran Phu and Phan Dinh Phung streets to the intersection of Mai Hac De Street with the 72m Vinh-Cua Lo and Ha Huy Tap roads, was scheduled to be constructed in 2024.

However, due to the fact that the investment funds for upgrading from the Road Management Area II were only allocated at the end of September, and because of the tight timeframe, Vinh City had not yet prepared the necessary documents and cleared the land, so the project could not be implemented in 2024. At the end of 2024, because the project had not been implemented, the Ministry of Transport (now the Ministry of Construction) revoked the allocation and transferred it to another project, and as of 2025, it has still not been re-allocated.
As for Vinh City, due to ongoing restructuring of its administrative apparatus, it is unable to implement this project. Therefore, the project to upgrade and expand Quang Trung-Le Loi-Mai Hac De road is temporarily suspended and cannot begin construction in 2025.

Previously, due to frequent traffic congestion, based on recommendations from voters and the National Assembly delegation of Nghe An province, the Road Management Department II, now Road Management Area II (Ministry of Construction), surveyed and worked with the Vinh City People's Committee to implement the expansion of Quang Trung-Le Loi-Mai Hac De road according to the model of expansion similar to Tran Phu and Phan Dinh Phung roads. Specifically, Road Management Area II will allocate over 60 billion VND from the transportation budget to expand the road surface by 2 meters on each side, taking into the sidewalks; and at the same time, resurface the deteriorated road.
Furthermore, due to the dilapidated drainage system and to comprehensively upgrade this street, at the end of 2023, the Vinh City People's Council passed a resolution allocating 345 billion VND to invest in renovating the drainage system, rebuilding sidewalks, expanding the median strip; replacing streetlights, trees, etc., along Quang Trung-Le Loi-Mai Hac De street. To facilitate construction and combine construction and operation simultaneously, the Vinh City People's Committee wants to complete land clearance and integrate the construction of the two project components.
Mr. Nguyen Duc Thien, Deputy Director of the Vinh City Investment Project Management Board, added: Although some stages of the project's design documentation have been implemented, it is highly likely that the project will only be restarted after the local administrative apparatus is stabilized according to the new model. Furthermore, the traffic light cluster at the intersection of Le Loi and Ly Thuong Kiet streets (phase 2) cannot yet be constructed to alleviate traffic congestion during peak hours.
