Despite having prior convictions for "theft" and "intentional infliction of injury," the two individuals showed no intention of reforming and continued to conspire to steal at night from parked cars along the roadside, thus leading to criminal prosecution.
On May 28th, the Investigation Police Department of Phu Yen province announced that they had served the indictment decision and executed the temporary detention order for the crime of "theft of property" against Vo Hong Ly and Phan Van Cuong (born in 1988, residing in Lien Tri 1 village, Binh Kien commune, Tuy Hoa city, Phu Yen province).
Earlier, at midnight on May 20th, Phan Van Cuong drove a motorbike carrying Vo Hong Ly from Tuy Hoa City along National Highway 1A heading north to steal property from parked cars along the roadside. At 2:00 AM on May 21st, while driving to a gas station on National Highway 1A in Phu Diem village, An Hoa Hai commune, Tuy An district (Phu Yen province), the two suspects saw a 5-seater passenger car parked there. Cuong stopped the motorbike to observe the surroundings while Ly approached the car.
Upon noticing the driver and a woman in the back seat sound asleep, with the rear right window slightly lowered, Ly reached through the gap to steal the handbag. At the same time, the woman woke up and shouted, causing Cuong to speed away on his motorbike. Ly was then apprehended by passersby along with the handbag, which contained 250 million VND.
During an urgent search of Ly's residence, the Criminal Investigation Department of the Phu Yen Provincial Police discovered and seized numerous handbags, mobile phones, and many Vietnamese and foreign banknotes, suspected to be stolen goods from other theft cases. Shortly afterward, Cuong was also arrested and confessed to his crimes.
According to the Investigation Agency of the Phu Yen Provincial Police, Ly and Cuong are two individuals with prior convictions for crimes and acts of "theft of property" and "intentional infliction of injury," but instead of reforming, they continued to make money through theft, thus leading to criminal prosecution.
