The Steering Committee is responsible for directing, urging, and monitoring localities to disburse assigned capital in accordance with regulations and is responsible for the accuracy of payment plans.

Chairman of Nghe An Provincial People's Committee Le Hong Vinh has just signed and issued Decision No. 981/QD-UBND, dated April 10, 2025 on the establishment of the Steering Committee for compensation payment for site clearance of National Highway 1A.
Accordingly, the Steering Committee consists of 7 members with Vice Chairman of the Provincial People's Committee Hoang Phu Hien as Head of the Committee.
Director of the Department of Construction Pham Hong Quang as Permanent Deputy Head of the Committee; Director of the Department of Finance Trinh Thanh Hai and Director of the Department of Agriculture and Environment Hoang Quoc Viet as Deputy Heads of the Committee.
Deputy Chief of Office of the Provincial People's Committee Thai Minh Tuan - Head of the Provincial Citizen Reception Committee, Deputy Chief Inspector of the province Nguyen Tung Son and Deputy Director of the Department of Justice Nguyen Thi Lan are members.
The Steering Committee is responsible for directing the adjustment of central budget estimates for localities to use promptly in accordance with legal regulations.
At the same time, direct, urge and monitor localities to disburse the allocated capital in accordance with regulations and be responsible for the accuracy of payment plans, ensure no complaints arise, and report implementation results to the Provincial People's Committee.
The project to upgrade and expand National Highway 1A through Nghe An province has a total length of 73.8km, passing through Hoang Mai town, the districts of Quynh Luu, Dien Chau, Nghi Loc and Vinh city. It was invested with government bond capital and BOT form, completed on schedule as required and put into use at the end of 2014.
In 2016, the Ministry of Transport completed the settlement of investment component projects using government bond capital; in 2019, it completed the settlement of investment component projects in the form of BOT, including the settlement of site clearance sub-projects.
However, due to the fact that during the implementation process, some issues related to site clearance have not been thoroughly resolved, after completion, many citizens have filed complaints to authorities at all levels and People's Courts at all levels, requesting compensation for the land area of households located within the traffic corridor that was cleared during the implementation of the PMU1 Project in the period of 1994 - 1998, but previously only compensation for assets on the land, not compensation for land.
Based on the proposal of Nghe An Provincial People's Committee, in 2020, the project was granted an additional amount of VND 222,388 billion from government bond capital to prioritize cases of land use before 1982, eligible for compensation according to the provisions of law (concluded through the settlement of petitions and complaints).
However, households affected by the project but have not yet received compensation continue to complain. In order to have a source of funding to continue paying, ensure the legitimate rights of citizens and completely resolve the situation of prolonged complaints about the project's site clearance, Nghe An province has proposed.
Based on the proposal of Nghe An province, the opinions of the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Transport, the Government has submitted and approved.The National Assembly agreed to allocate capital from the excess revenue of the central budget in 2022 to be directly transferred to localities to pay people, with a total amount of VND 1,275 billion at the 6th Session taking place in October and November 2023.
Immediately after that, March 2024,The Provincial People's Committee has just issued Decision No. 575/QD-UBND to establish a Steering Committee for payment of compensation costs for site clearance on National Highway 1A.Comrade Le Hong Vinh (at that time was a member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee), now Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee as Head of the Committee, with 3 Deputy Heads of the Committee and 5 members.
On March 26, Vice Chairman of the Provincial People's Committee Hoang Phu Hien chaired a meeting to listen to and direct the settlement of petitions; compensation and site clearance related to the National Highway 1A expansion and upgrading project.
Accordingly, departments, branches and localities have seriously implemented the directions of the Provincial Party Committee Standing Committee and the Provincial People's Committee; departments and branches have actively and proactively inspected, urged and guided localities to remove obstacles in handling petitions, and prepare and approve compensation plans for site clearance for the National Highway 1A Upgrade and Expansion Project.
So far, the most difficult part of the work has been solved, specifically:
Regarding the establishment and approval of compensation plans for site clearance and payment of funds to affected households: 2,258 approval decisions have been issued for affected households (Hoang Mai town 306 decisions, Quynh Luu 785 decisions, Dien Chau 1,159 decisions, Vinh city 8 decisions).
The organization paid nearly 597 billion VND to households (Hoang Mai town 149.6 billion VND/618.017 billion VND allocated, Quynh Luu more than 96.1 billion VND/122.772 billion VND allocated, Dien Chau more than 345.6 billion VND/345.618 billion VND allocated, Vinh city nearly 5.6 billion VND/21.912 billion VND allocated).
Regarding the results of handling citizens' petitions and letters: 3,384 decisions have been issued to resolve complaints (Hoang Mai town 644 decisions, Quynh Luu 1573 decisions, Dien Chau 1159 decisions, Vinh city 8 decisions).
However, through reviewing the implementation results compared to the task requirements, in general, the progress of establishing and approving compensation plans for site clearance, payment of funds to affected households and the settlement of petitions and letters is still slow, especially in the period from after the Lunar New Year to now.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the People's Committees of Dien Chau, Quynh Luu districts, Hoang Mai town and Vinh city to prioritize focusing resources, speed up the progress of preparing and approving compensation plans for site clearance and land acquisition, and complete the payment of funds to affected households before May 31, 2025.
