Proposing a mechanism to maintain the operation of non-public high schools

(Baonghean.vn) – Difficult enrollment has led to a decrease in student numbers; teachers are unemployed, causing psychological problems among teachers in non-public high schools.

These were the issues reflected at the meeting between the Culture - Social Committee, the Provincial People's Council and a number of Principals of non-public high schools on the afternoon of March 13.

According to the general feedback from the Principals of some non-public high schools in Vinh city, Dien Chau and Hung Nguyen districts, the general situation is that schools are currently reducing class sizes. For example, Nguyen Trai High School (Vinh city), currently has only 3 classes in 3 grades, with a total of 100 students; or Nguyen Hue High School (Vinh city) also has only 3 classes in 3 grades with 69 students. In some high schools such as Dinh Bat Tuy (Hung Nguyen), Nguyen Du, Nguyen Van To, Quang Trung (Dien Chau district), the student size is larger, averaging over 300 students/school, but compared to before, it has also decreased a lot.

According to Mr. Le Tat Dao - Principal of Dinh Bat Tuy High School, there was a time when the school only recruited 334 students for grade 10, but currently in all 3 grades there are only 317 students. This situation is leading to waste of facilities in non-public schools and human resources in schools.

The reason for the decrease in student numbers, in addition to the decrease in the number of students, is due to the stream of vocational students from grade 9 and the inadequate planning of the school network, opening too many schools in one area. For example, in the northern part of Dien Chau district, there are currently 5 high schools, including 2 public schools and 3 private schools. Meanwhile, for public schools approved for enrollment every year, the number of classes and the number of students per class have increased.

To ensure that non-public high schools can continue to operate to meet the learning needs of children in the coming period, which is expected to increase in scale, it is necessary to reduce class sizes and student numbers in public schools. At the same time, it is necessary to pay attention to implementing the same ratio as before, which is to reserve 60% of student resources for public schools and 40% for non-public schools.

Speaking at the meeting, comrade Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Committee affirmed: The school network system has been and is being expanded, including the role of non-public schools, meeting the learning needs of students. To maintain the existence of non-public high schools today, the schools themselves must improve. The Provincial People's Council's Culture and Social Affairs Committee will be responsible for proposing to the Department of Education and Training and the Provincial People's Committee to study the enrollment quota mechanism between public and non-public high schools to ensure compliance with the socialization trend.
