5,000 health insurance cards were issued incorrectly in Tuong Duong district.
(Baonghean.vn) - Of the 68,000 health insurance cards issued, 5,000 were issued incorrectly. The reason for this situation is that the names on the permanent residence registration and ID cards do not match, and the gender is incorrect. This has led to many difficulties in medical examination and treatment for local people.
According to Mr. Vi Xuan Chien - Director of Tuong Duong District Medical Center, the whole district has 18 medical stations, of which 16 stations have been built spaciously and 13 stations have met medical standards. Last year, the district's medical sector examined and treated more than 72,403 people, treated more than 1,631 people (reaching 2.25%); the hospital bed occupancy rate reached 100%; there was no situation of "covering" modern equipment. Every week, the medical stations have district-level doctors to support professional work and medical examination and treatment.
On the morning of March 28, the Supervisory Delegation of the Provincial People's Council led by Comrade Lo Thi Kim Ngan - Head of the Ethnic Minorities Committee of the Provincial People's Council had a working session with the Tuong Duong District Medical Center on the implementation of health and population policies in mountainous districts. |
All patients coming to Tuong Duong District Medical Center for medical examination and treatment, if they are poor, will be supported with food money/patient/day according to the instructions in Decision No. 61/QD-UBND dated November 22, 2013 of Nghe An Provincial People's Committee on regulations on partial support of medical examination and treatment costs for the poor in Nghe An province.

Every year, the District Health Center assigns 18 commune and town health stations to effectively carry out communication and dissemination of policies and laws on population and family planning.
At the same time, there are still many shortcomings. One of the most pressing issues in the district health sector today is the use of health insurance cards by people to visit and receive medical treatment at health centers.
According to Mr. Vi Xuan Chien, Director of the District Health Center, in 2016, out of 68,000 health insurance cards issued, up to 5,000 cards were issued incorrectly. The reason for this situation is due to mismatched names between permanent residence registration and ID card, or incorrect gender, leading to many difficulties in medical examination and treatment in the area. Especially for seriously ill patients, due to incorrect health insurance, it causes delays in referral.
Furthermore, people still do not understand their responsibility in providing correct information and presenting correct identification documents at medical facilities when participating in health insurance examinations.

Explaining the opinions of the Monitoring Team about the lack of specialized medical examination and treatment in the area, the Director of the Medical Center said that the reason was due to the limited quality of doctors at the grassroots medical stations. Although the Ministry of Health has created conditions to send medical staff to study to improve their professional qualifications, the level of access to science and technology is not high and fast.
In addition, the center is facing difficulties in terms of facilities in expanding departments and rooms. Currently, the center lacks the Department of Oriental Medicine and the Department of Emergency Resuscitation.
At the meeting, Tuong Duong District Health Center recommended that people should be instructed on how to properly use their health insurance cards at health centers because this is an effective "channel" to reduce difficulties for the poor. Facilities are gradually deteriorating. Support funding for professional training for doctors and health workers.
Concluding the meeting, Comrade Lo Thi Kim Ngan - Head of the Ethnic Committee of the Provincial People's Council acknowledged and highly appreciated the efforts of doctors and nurses in protecting and taking care of people's health in mountainous communes that are still facing many difficulties such as Tuong Duong.
Regarding the issue of health insurance cards, comrade Lo Thi Kim Ngan requested the district health center to actively coordinate with the Social Insurance agency to review, check, compare and re-establish a specific list of increases and decreases before printing and re-issuing health insurance cards to subjects according to regulations.
