5,000 health insurance cards were issued incorrectly in Tuong Duong district.

(Baonghean.vn) - Out of 68,000 health insurance cards issued, 5,000 were incorrectly issued. The reason for this situation is the discrepancy between the surname and given name in the permanent residence registration and the identity card, as well as incorrect gender. This has led to significant difficulties for residents in accessing medical care in the area.

According to Mr. Vi Xuan Chien, Director of the Tuong Duong District Health Center, the district has 18 health stations, of which 16 have been built to a high standard and 13 meet health standards. Last year, the district's health sector provided medical examinations for over 72,403 people and inpatient treatment for over 1,631 people (reaching 2.25%); the bed occupancy rate reached 100%; and there was no situation of modern equipment being left idle. Every week, doctors from the district level come to the health stations to support professional work and provide medical examinations and treatment.

All patients seeking medical treatment at Tuong Duong District Health Center who are classified as poor will receive a daily meal allowance per patient, in accordance with the guidelines in Decision No. 61/QD-UBND dated November 22, 2013, of the People's Committee of Nghe An Province, which stipulates the provision of partial financial support for medical examination and treatment for the poor in Nghe An Province.

Every year, the District Health Center assigns 18 commune and town health stations to effectively carry out communication and dissemination of policies and laws on population and family planning.

Alongside these achievements, many shortcomings still exist. One of the most pressing issues facing the district's healthcare sector today is the use of health insurance cards by residents for medical examinations and treatment at health centers.

According to Mr. Vi Xuan Chien, Director of the District Health Center, in 2016, out of 68,000 health insurance cards issued, 5,000 were incorrectly issued. The reason for this situation is the discrepancy between the surname and given name on the permanent residence registration and the identity card, as well as incorrect gender, leading to significant difficulties in medical examination and treatment in the area. In particular, for seriously ill patients, incorrect health insurance information causes delays in referral to higher-level facilities.

Furthermore, people still do not understand their responsibility to provide accurate information and present correct identification documents at medical facilities when participating in examinations under health insurance.

Responding to the Supervisory Delegation's comments regarding the lack of in-depth expertise in medical examination and treatment in the area, the Director of the Medical Center stated that the reason is the limited quality of doctors at the grassroots health stations. Although conditions have been created to send medical staff for advanced training, their access to scientific and technical knowledge is still not high or rapid enough.

In addition, the center is facing difficulties in expanding its departments and wards due to a lack of facilities. Currently, the center is lacking a Traditional Medicine Department and an Intensive Care Unit.

During the meeting, the Tuong Duong District Health Center proposed the need to guide people on the correct use of health insurance cards at health centers, as this is an effective "channel" to alleviate difficulties for the poor. They also noted the gradual deterioration of facilities and requested financial support for professional training for doctors and medical staff.

Concluding the meeting, Ms. Lo Thi Kim Ngan, Head of the Ethnic Affairs Committee of the Provincial People's Council, acknowledged and highly appreciated the efforts of doctors and medical staff in protecting and caring for the health of the people in mountainous communes like Tuong Duong, which still face many difficulties.

Regarding the issue of health insurance cards, Comrade Lo Thi Kim Ngan requested that the District Health Center actively coordinate with the Social Insurance agency to review, check, compare, and create a detailed list of increases and decreases before proceeding with printing and reissuing health insurance cards to eligible individuals in accordance with regulations.
