On the afternoon of June 2, Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan and a delegation of leaders of the Party Committee visited the Ho Chi Minh City Police Department headquarters to visit, encourage and reward the Ho Chi Minh City Police Department for their outstanding achievements in dismantling the largest drug production case in Vietnam.

Strengthening trust in the police

Secretary Nhan said that the case was a long-term one, with many soldiers having to work hard and make many sacrifices. “This is an exceptionally outstanding achievement, not only in preventing a large-scale production site that has caused harm to thousands and tens of thousands of Vietnamese people, especially the young generation, but also as a great lesson for the Ho Chi Minh City Police that if we are confident and determined, we can eradicate this evil” - he said. The Secretary also noted that we should not be subjective because “Ho Chi Minh City is not only a transit point but also a place for drug production”.

Regarding the process of solving the case, Major General Phan Anh Minh - Deputy Director of Ho Chi Minh City Police, summarized: The role of the Binh Thanh District Police force is very important. He said that near Tet, the suspects in the ring were still moving their production sites and the reconnaissance force had to work hard to follow them. “During this process, a detective who had just graduated two years ago discovered a group of suspects driving a truck toward the West and immediately followed them on a motorbike. When the truck carrying the packaging to dispose of the evidence stopped at the riverbank in Chau Thanh district (Dong Thap), the detective turned off the headlights and approached, but fell off the bike and broke his leg. He was not deterred but left the bike, crawled to approach and reported to the command. When his teammates arrived and handed over the job, he agreed to go to the emergency room,” said the deputy director of Ho Chi Minh City Police.

According to Major General Minh, after more than a year of pursuing the case, the task force has so far arrested 15 people, identifying the ringleader as Van Kinh Duong (36 years old, living in Hanoi). In addition to the huge amount of drugs worth 200 billion VND, the police have seized eight luxury cars, 10 billion VND in cash and real estate in Ho Chi Minh City, Nha Trang... estimated at about 60 billion VND.

Ho Chi Minh City police also said that there are currently many loopholes in the management of chemicals and precursors used in drug production, even though there are many units controlling these chemicals.

As we have reported, on April 6, after more than a year of setting up a special project, the police deployed 200 officers and soldiers to simultaneously search 13 locations including drug factories and houses of 15 suspects in Ho Chi Minh City, Dong Nai, Nha Trang, Hanoi, and by the late night of April 7, the arrests and searches were basically completed.

To cover up, Van Kinh Duong had people open another drug "factory" at the house of his cousin Nguyen Duc Ky Nam in Hamlet 5, Tra Co Commune, Tan Phu District, Dong Nai.

Nam's bungalow is located at the end of a small alley, about 400 meters from the main road. The road is rocky and rocky, with tall weeds on both sides. Nam's house is surrounded by pepper fields and local fruit trees.(image).

According to neighbor Nguyen Truong G., Nam bought the land more than 10 years ago, and together with his wife and children, he grows pepper and raises pigs. Nam is very friendly and cheerful with his neighbors. "For nearly two years now, Nam and his wife have said they are going to work for a company in Ho Chi Minh City, leaving the pepper garden to the neighbors to look after and harvest. Sometimes Nam and his wife come home on their old motorbike, but they only leave for one or two days," said Mr. G.

According to neighbors, at the end of 2016 they saw a truck carrying machinery and many plastic boxes come to Nam’s house and this person said: “The company’s machines were broken and brought back for repair. We did not know that they were producing drugs.”

What is special is that the alley leading to Nam's house is the home of two deputy police officers of Tra Co commune, and they had no idea that this was a "huge" drug factory.

"After Nam was arrested, a re-check found that this person did not have a local household registration, nor did he register for temporary residence," said a deputy commune police officer.

No one in the commune thought that Nam had turned his house into a drug factory until he was arrested.
