In the judicial history of our country, perhaps this is the first time people have heard the phrase "dispersal of personnel".

That was the statement of a National Assembly delegate to the press recently, when Thanh Hoa province announced the conclusion of the inspection of violations in the case of the "lightning-fast appointment" of a female department head at the Department of Construction of this province.

Her "lightning-fast" promotion was officially confirmed by the provincial authorities to have many violations.

One can see here a half-hearted frankness with a fait accompli. Immediately after the Inspection Conclusion was announced, the Chief of Office and Spokesperson of the Thanh Hoa Department of Construction answered the press, affirming that "The Department appointed Ms. Tran Vu Quynh Anh in accordance with the procedure."

On April 2, Director of Thanh Hoa Department of Construction Dao Vu Viet signed document No. 1487/SXD-VP to the People's Committee of Thanh Hoa province, affirming that "Thanh Hoa Department of Construction does not object to the province's inspection conclusion", and at the same time stated that the statement on April 1 by the Department's Chief of Office Tran Van Hoan was a personal opinion, not the opinion of the Department (!).

The way the information was hidden caused this hot girl to quit her job, making the government and the Party organization unaware. Her file was also gone, making the public suspect some secret direction to hide the evidence.

So it is not surprising that an official in Thanh Hoa replied that now, "it is difficult to check the unusual assets of this female department head, because she is no longer a state employee, and we do not know where she went"!

Public opinion said that Thanh Hoa province was "half-heartedly frank". Meanwhile, standing member of the National Assembly's Committee on Social Affairs Luu Binh Nhuong said: "It is a form of dispersing personnel and dispersing policies".

He suggested "we must ask the former Director of the Department of Construction, now Vice Chairman of Thanh Hoa province, to explain, and if necessary, discipline.... Thanh Hoa must clarify who is responsible and how to handle it, then there must be a plan to submit to the competent authority for consideration. If Thanh Hoa cannot do that, we suggest the Central Government get involved."

If you do something wrong, you have to correct it. If you make an incorrect appointment and it causes a scandal for the province, even if you don't resign, sooner or later the organization will dismiss you.

However, perhaps because of being too upset with the story of "lightning-fast appointment" that caused a stir in Thanh Hoa, in the past few days, on forums, many people have not spared words of derision, even insulting a Deputy Director of the Ministry of Construction, just because he came from a background as a driver.

Does a young person with an ordinary background not have the right to study and strive to reach higher positions in his decades of civil service career?

Life is inherently fair, what is not standard, with time, will be adjusted by society. Whether the Vice President and Chairman of the Scientific Council is worthy to sit on that chair or not, does not depend on his background as a driver when he was young, but mainly depends on his real ability in the position he holds.

So what makes public opinion always equate everything, not believing in the normal career path of a former driver?

From the transfer and appointment of Trinh Xuan Thanh and Vu Quang Hai in the style of “he gives her a pig’s leg, she gives her a bottle of wine” at the Ministry of Industry and Trade, to the appointment of a female department head in Thanh Hoa; from the story of a father appointing his son in Binh Dinh and Hai Duong to a husband appointing his wife in Ba Ria - Vung Tau… the tragicomedy of these “transfers and appointments” in ministries, branches and localities has eroded people’s trust in the personnel work of the Party and State.

This is the biggest loss when a correct policy of the Party and State in rotating, appointing, and rejuvenating cadres is manipulated by some corrupt cadres and some individuals and groups.

Treatment cannot be half-hearted. Treatment that destroys the discipline of the country cannot be half-hearted! The drum must be beaten continuously, we cannot let the "dispersal of personnel" ruin the work of organizing the country's cadres.
