In the history of our country's judiciary, this is perhaps the first time we've heard the term "personnel dispersal."

That was a statement made by a National Assembly representative to the press recently, following the announcement by Thanh Hoa province of the conclusion of an investigation into irregularities in the "rapid appointment" of a female department head at the provincial Department of Construction.

Her rapid rise to power has been officially confirmed by provincial authorities as involving numerous irregularities.

There is a noticeable half-hearted honesty here regarding a fait accompli. Immediately after the inspection report was published, the Chief of Office and spokesperson of the Thanh Hoa Department of Construction took to the podium to answer the press, affirming that "the Department appointed Ms. Tran Vu Quynh Anh in accordance with the correct procedures."

On April 2nd, the Director of the Thanh Hoa Department of Construction, Dao Vu Viet, signed document No. 1487/SXD-VP addressed to the Thanh Hoa Provincial People's Committee, affirming that "the Thanh Hoa Department of Construction does not refute the province's inspection conclusions," and simultaneously stating that the statement made on April 1st by the Chief of the Department's Office, Tran Van Hoan, was a personal opinion, not the opinion of the Department (!).

The way this hot girl was dismissed from her job, without the knowledge of the authorities or the Party organization, and with her records disappearing without a trace, has led the public to suspect some kind of covert operation to conceal evidence.

It's therefore not surprising that an official in Thanh Hoa responded that now, "it's difficult to investigate the unusual assets of this female department head because she is no longer a state employee, and we don't know where she went!"

Public opinion suggests that Thanh Hoa province has been "half-heartedly frank." Meanwhile, Luu Binh Nhuong, a standing member of the National Assembly's Committee on Social Affairs, stated: "That's a form of personnel and policy evasion."

He suggested, "The former Director of the Department of Construction, now the Vice Chairman of Thanh Hoa province, must be required to provide an explanation, and if necessary, disciplined... Thanh Hoa must clarify who is responsible and what the appropriate course of action should be, and a plan must be submitted to the competent authorities for consideration. If Thanh Hoa cannot do that, then I request the Central Government to intervene."

Mistakes must be corrected. If appointments are made improperly and bring disrepute to the province, even if the employee doesn't resign, the organization will eventually dismiss them.

However, perhaps due to extreme outrage over the "rapid appointment" scandal in Thanh Hoa, in the past few days, many people on online forums have not hesitated to ridicule, and even insult, a Deputy Director of the Ministry of Construction, simply because he came from a background as a driver.

Does a young person from an ordinary background not have the right to study and strive to reach higher positions in their decades-long career as a civil servant?

Life is inherently fair; anything that isn't right will be corrected by society over time. Whether the Vice-Director and Chairman of the Scientific Council deserves that position doesn't depend on his background as a driver in his youth, but primarily on his actual performance in the role he holds.

So what is it that makes public opinion always equate everything, and not believe in the normal path to advancement for someone who used to be a driver?

From the transfer and appointment of Trinh Xuan Thanh and Vu Quang Hai in a "give and take" manner at the Ministry of Industry and Trade, to the appointment of a female department head in Thanh Hoa; from fathers appointing their sons in Binh Dinh and Hai Duong to husbands appointing their wives in Ba Ria - Vung Tau... the tragicomic nature of these "transfers and appointments" in ministries, departments, and localities has eroded public trust in the Party and State's personnel management.

This is the greatest loss when a sound policy of the Party and State regarding the rotation, appointment, and rejuvenation of cadres is manipulated by some corrupt officials, individuals, and factions.

Treating illness cannot be done half-heartedly. Treating illness that undermines the rule of law is even more unacceptable! Once the drums are beaten, they must be beaten continuously; we cannot allow the country's personnel management to be ruined by the "personnel dispersal" scheme.
