Overcoming formality in party cell activities

(Baonghean) - Recently, the Standing Committee of Que Phong District Party Committee evaluated the results of 10 years of implementing the Project "Improving the quality of Party cell activities in the period 2007 - 2010 and the following years". Nghe An Newspaper had an interview with comrade Tran Dang Khoa - Member of the Standing Committee, Head of the District Party Committee's Organization Board about this content.

PV:After 10 years of implementing the above Project, how does the Standing Committee of the District Party Committee evaluate the implementation results, comrade?

Comrade Tran Dang Khoa:I still remember that before the Project was issued, the concern of the Standing Committee of the District Party Committee was that although Party committees at all levels had led and directed the serious implementation of the monthly Party cell meeting regime according to the Party's regulations.

However, the content of Party cell activities in many places is still scattered and general. Some Party cells in administrative agencies, health care facilities, and schools are still heavily focused on professional work and have not paid due attention to Party building work; key issues that need to be discussed have not been identified; the spirit of self-criticism and criticism of some Party members is still limited; the number of Party members attending activities is not complete and not even; in some places, the minutes of Party cell activities are still sketchy.

After the Project was issued, awareness of the meaning and importance of improving the quality of Party cell activities has changed in content and form.

Many grassroots party organizations have established Steering Committees and developed plans, assigned tasks within the Party Committee to organize implementation such as the Party Committees of the Public Security and Military; some Party Committees of communes and towns have printed copies of the entire content of the Project and the process of organizing periodic Party cell meetings to the Party cells and selected model Party cells to organize and direct such as: Tri Le Commune Party Committee, Kim Son Town Party Committee.

Every year, Party committees at all levels have included this content in their inspection and supervision programs. The District Party Committee's Organizing Committee has also conducted a survey on the organization of Party cell activities in most of the subordinate Party grassroots organizations, and at the same time sent cadres to directly attend activities with Party cells according to the points of responsibility assigned by the District Party Committee Standing Committee.

PV:So what are the outstanding results after 10 years of implementing the Project?

Comrade Tran Dang Khoa:First of all, it is the maintenance of the Party cell's activities, which have been periodically implemented more orderly than before, in accordance with the prescribed time.

In particular, after reviewing according to Resolution 4 of the Central Committee, Session XI and XII, Party cells and branches have focused on improving the quality of Party cell activities, organizing regular activities more frequently, and paying attention to organizing Party cell activities by topic.

The rate of party members participating in monthly activities is from 80 - 90% or more; most absent party members ask for permission and have legitimate reasons.

Secondly, the content of Party cell activities has been innovated, gradually overcoming formality and monotony. In regular meetings, the work of informing current events and disseminating new policies has received much attention from many Party cells.

Many Party cells have organized for cadres and Party members to study and learn topics on Ho Chi Minh's ideology and moral example and register to study and follow; strengthen political and ideological education among cadres and Party members; focus on discussing and solving specific issues of localities, units and issues related to the rights and responsibilities of Party members.

The preparation of the content of the Party cell activities of the Party cell committee and Party cell secretaries was focused on and seriously implemented. The results of the evaluation and classification of Party cell organizations and Party members after implementing the Project showed that the rate of clean and strong Party cell organizations increased over the years. The number of Party cells that failed to complete their tasks and Party members who violated their qualifications decreased significantly.

PV:The most important issue is that the Standing Committee of the District Party Committee assesses the existing shortcomings and limitations to promptly overcome and rectify them in Party cell activities, especially in the current context. Could you elaborate on this issue?

Comrade Tran Dang Khoa:The Standing Committee of the District Party Committee also found that the research and implementation of the Project in some grassroots party organizations was slow, and some places were confused in directing the implementation. The reception of some cadres and party members was not deep; awareness of the position, role and function of the Party cell was limited.

Especially the role of the Party cell secretaries, some of whom have been trained and fostered annually, still have problems in the implementation process. Some grassroots Party organizations have only disseminated and studied the policies and resolutions of higher levels at the Party Committee level and have not yet disseminated them widely to cadres and Party members.

On the other hand, the implementation of some Party cells, especially in Party cells of agencies, units and enterprises, still has limitations. Most Party cells only focus on leading and directing production and business activities. Some contents such as ideology and building mass organizations are still seasonal.

Many school party cells do not regularly maintain regular activities, especially during summer vacation. Many party cells do not organize activities according to regulations.

In particular, the inspection showed that thematic activities were still rare, and some Party cells had not organized thematic activities for more than a year.

The recording and monitoring of meetings in some Party cells in remote areas are still sketchy and incomplete. Some Party cells do not accurately record the required contents to serve the inspection and supervision work later, such as: opinions of Party members; number of opinions in agreement, votes, signatures of the chair and secretary of the meeting, etc.; the record keeping regime also has many shortcomings.

PV:So what is the solution for Que Phong to promote the achieved results and overcome the limitations so that each Party cell can become stronger, contributing to building a truly strong Party organization. Because as Uncle Ho advised, "A strong Party is due to good Party cells. Good Party cells are due to good Party members."

Comrade Tran Dang Khoa:In the coming time, the Standing Committee of the District Party Committee will focus on leading and directing the continued dissemination of the Project to all Party cells and Party members in the entire District Party Committee in conjunction with the implementation of Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and Resolution 4 of the 11th and 12th Central Committees. In particular, we request to increase thematic activities, in conjunction with the implementation of contents such as: new rural construction, projects and plans to implement Party Congress resolutions.

On the other hand, determining the role of the leader is extremely important, so the District Party Committee should study and develop a plan to improve the professional skills of the grassroots Party cell secretaries and organize a contest for excellent Party cell secretaries to create conditions for Party committees of grassroots Party cells, especially Party cells in hamlets and villages, to exchange and learn from each other, in order to promote the pioneering and exemplary role of Party cell secretaries and grassroots Party committee members. Of course, along with that, the upper-level Party committees must strengthen inspection and supervision to make timely assessments.
