According to the draft Government Decree on policies to encourage businesses to invest in agriculture and rural areas, businesses with investment projects to build wholesale and retail markets for agricultural, forestry, and aquatic products will receive financial support from the state budget.

The proposed support level is as follows: 60% of the cost for constructing infrastructure for waste treatment, transportation, electricity, water, workshops, and purchasing equipment for the project, but not exceeding 5 billion VND.

In cases where a project lacks road access, electricity, or water supply and drainage systems up to the project boundary, in addition to the support stipulated above, the project will receive 70% of the cost, up to a maximum of 5 billion VND, to invest in the construction of these facilities.

Regarding support for the construction of rural service infrastructure, the draft clearly states that enterprises with projects providing clean water to rural areas will receive the following support: 3 million VND/m3/day for new construction and 2 million VND/m3/day for upgrading and renovating clean water production plants; and support up to 50% of the cost of the main pipeline leading to residential areas with 10 or more households.

Support for waste treatment in craft villages and rural areas: Businesses with projects for collecting and treating solid household waste; domestic wastewater in rural areas; and collecting and treating waste from craft villages and rural areas will receive support covering 60% of the cost of purchasing equipment and constructing treatment systems, with a maximum support amount of 5 billion VND per project.

Businesses with projects to build ports for transporting agricultural, forestry, and aquatic products, boat mooring areas, and irrigation works to provide watering services for agricultural production will receive 50% of the investment cost as approved by the competent authority.

Support for the construction of social housing for workers.

According to the draft Decree, enterprises investing in agriculture and rural areas with 100 or more permanent employees at their factories will receive support for building housing for their workers, with a subsidy of 2 million VND/m2 of construction, for houses with a minimum of 3 floors and a minimum floor area of ​​1000 m2. The remaining capital will be covered by the enterprise's trade union fund and other legal sources.

In cases where businesses cooperate with the management boards of national parks and special-use forests to relocate families living in the core areas of national parks and special-use forests to work and live within the business's premises, they will receive support of 10 square meters per family member for relocation, with a support rate of 5 million VND per square meter, and all land leveling, transportation, electricity, and water infrastructure will be covered for these families.
