Support for construction of agricultural, forestry and fishery markets

According to the draft Decree of the Government on policies to encourage enterprises to invest in agriculture and rural areas, enterprises with investment projects to build wholesale and retail markets for agricultural, forestry and fishery products will receive cost support from the state budget.

The proposed support level is as follows: Support 60% of the cost to build infrastructure for waste treatment, transportation, electricity, water, factories and purchase project equipment but not more than 5 billion VND.

In case the project does not have roads, electricity system, water supply and drainage system to the project fence, in addition to the support level as prescribed above, the project will also be supported with 70% of the cost and not more than 5 billion VND to invest in the construction of the above items.

Regarding support for the construction of rural service infrastructure, the draft clearly states that enterprises with clean water supply projects for rural areas will be supported as follows: Support of 3 million VND/m3/day and night for new construction capacity and 2 million VND/m3/day and night for upgrading and renovating clean water production plants; support of up to 50% of the cost of main pipelines leading to residential areas with 10 households or more.

Support for waste treatment in craft villages and rural areas: Enterprises with projects to collect and treat domestic solid waste; domestic wastewater in rural areas; collect and treat waste in craft villages and rural areas are supported with 60% of the cost of purchasing equipment and building treatment systems, with the support level not exceeding 5 billion VND/project.

Enterprises with projects to build ports serving the transportation of agricultural, forestry and fishery products, boat mooring areas, and irrigation works providing irrigation services for agricultural production are supported with 50% of the investment costs according to projects approved by competent authorities.

Support for building social housing for workers

According to the draft Decree, enterprises investing in agriculture and rural areas with 100 or more employees working regularly at the factory will be supported to build housing for employees with a support of 2 million VND/m2 of construction, the house must be at least 3 floors and the minimum construction floor area is 1,000 m2. The remaining capital will be used by enterprises from the trade union fund and other legal capital sources.

In case the enterprise coordinates with the management board of national parks and special-use forests to move families living in the core areas of national parks and special-use forests to work and live in the enterprise's area, they will be supported with 10 square meters for each person in the family to move and the support level is 5 million VND/square meter and all leveling of the ground, traffic, electricity and water for these families.
