Review labor needs to have appropriate vocational training plans

In recent years, the quantity and quality of vocational training in the province have changed positively. However, the reality still has some limitations. There are cases where skilled people can only teach for a short time and then leave to work outside because of higher income, which means we are lacking a mechanism to attract talented people to become lecturers for vocational schools.

Another problem that needs to be overcome is the facilities and teaching equipment. Vocational schools must have facilities at least equal to those of outside businesses, or more modern. However, in reality, the facilities and machinery in vocational schools are much more outdated than those in the business environment, so vocational graduates must be updated and trained, making it difficult to meet international standards.

Besides, I recommend that the authorities need to identify key occupations of each locality, thereby prioritizing investment in training facilities to meet the needs of businesses in the area.

The demand for vocational training in Nghia Dan in recent years has been very large, mainly in agricultural occupations such as animal husbandry, fruit tree planting, etc. However, the products made after training are relatively difficult to sell in the area due to low market demand. Therefore, after completing vocational training, people only stop at moderate models, not daring to organize large-scale production because they are still uncertain about the output and are not sure of it. Therefore, I suggest that authorities at all levels pay more attention and create conditions to solve the output problem for the people. In addition, I suggest that the province allocate more vocational training budget to districts, especially mountainous districts like Nghia Dan, because the current level is still too low, not enough to meet the great demand for vocational training and practice of the people.

In the first 6 months of 2017, the center recruited 1,045 workers. The rate of recruited workers reached 24%, mainly from mobile job exchanges in localities such as Con Cuong, Tuong Duong, Ky Son. Meanwhile, the number of workers recruited through fixed job exchanges is still limited, mainly due to the difficulty of propaganda work due to the large area and low funding for propaganda.

Không những thế, sự mất cân đối trong cơ cấu ngành nghề và trình độ chuyên môn, nghiệp vụ còn cao, nhiều người lao động, học sinh, sinh viên mới ra trường chưa đáp ứng nhu cầu của nhà tuyển dụng. Tình trạng “nhảy việc” ở người lao động còn nhiều, dẫn đến tình trạng chủ sử dụng lao động e dè với người lao động ở Nghệ An.

Thiết nghĩ chính quyền các cấp cần rà soát nhu cầu lao động nông thôn để có kế hoạch đào tạo nghề phù hợp. Để thực hiện có hiệu quả hơn cần có sự liên kết chặt chẽ giữa “4 nhà”, đặc biệt trong giai đoạn hiện nay cần phát huy vai trò của các hợp tác xã, đây được xem như là “bà đỡ”, cầu nối cho các hộ nông dân sau đào tạo nghề và bao tiêu sản phẩm từ nghề. Bên cạnh đó, cấp ủy Đảng, chính quyền phải có những chuyên đề cụ thể, xem trong công tác đào tạo nghề nhằm vừa giải quyết việc làm cho lao động tại chỗ, vừa tạo nguồn nhân lực lao động cho công ty, doang nghiệp, nhà máy. Đặc biệt, các đơn vị đào tạo nghề phải có năng lực thực sự, thực tế hiện nay có một số giảng viên chưa kinh qua thực tiễn, do đó việc truyền đạt nghề còn hạn chế, dẫn đến hiệu quả không cao.

Cử tri Lê Tiến Sáu - Lao động phổ thông, thị xã Hoàng Mai: “Chú trọng đào tạo ngoại ngữ, kỹ năng cho lao động trẻ”.

Lao động làm việc tại các doanh nghiệp nước ngoài như chúng tôi gặp rất nhiều khó khăn về vấn đề ngoại ngữ, kỹ năng làm việc, khả năng chịu áp lực về thời gian… Vì thế, tôi cho rằng những người chuẩn bị gia nhập thị trường lao động cần trang bị cho bản thân vốn ngoại ngữ chắc chắn, rèn luyện thêm và làm quen với áp lực công việc.

Các cơ quan, tổ chức tại Việt Nam nói chung và Nghệ An nói riêng nên chú trọng tạo môi trường học tập, rèn luyện cho lao động trẻ để phá bỏ rào cản về ngôn ngữ, kỹ năng trong môi trường làm việc áp lực hiện nay./.
