Tan Ky resolves pressing issues in the area

(Baonghean) - Entering the 2015 - 2020 term, Tan Ky is still a locality with low economic development; security and social order still have many problems. However, with determination, consensus, innovation in leadership and direction, and clear identification of key tasks, Tan Ky has created positive changes after the Party Congresses at all levels.

Movement at the base

As a particularly difficult mountainous commune, with ethnic minorities accounting for 70%, Giai Xuan has a low economic starting point; technical infrastructure has not met development requirements. To create a new development step in the 2015-2020 term, the Commune Party Committee clearly identified 3 focuses, which are socio-economic development; taking care of Party building work; solving existing problems that cause frustration among the people. In economic development, focus on leading and directing the shift in crop structure, promoting commercial livestock farming, improving people's income. To accomplish this task, the Party Committee directs the government, the Fatherland Front and mass organizations to develop plans, mobilize people to consolidate and exchange plots, associated with planning and renovating irrigation systems and intra-field traffic.

Taking us to visit each area of ​​land after land consolidation and plot exchange, which was planned to specialize in rice, corn, sugarcane, cassava, vegetables of all kinds, areas for building farms, family farms..., Secretary of the Party Committee of Giai Xuan commune Nguyen Duy Ket boasted: Thanks to the planning of each concentrated area, it has created conditions for people to invest in intensive farming and bring mechanization into production.

Sugarcane alone is currently 100% mechanized from land preparation to planting. Giai Xuan is also the locality with the highest area and sugarcane output compared to other communes in the district, with a total of 1,165 hectares (an increase of 165 hectares compared to the beginning of the term), with a yield of nearly 40,000 tons/year. For 35 hectares planned for growing green vegetables, including squash, pumpkin, kohlrabi, cabbage, mustard greens..., intensive investment is also focused; increasing the land turnover coefficient; increasing the income value per unit area by 10%.

In addition, the locality has implemented a number of new models such as ginger and orange trees; developing farms with 10 integrated farms. Along with actively directing land consolidation and plot exchange associated with shifting crop structure, increasing value per unit area, according to Secretary Ket, the Commune Party Committee also focused on directing the development of livestock farming, especially buffalo and cows; increasing the total herd by 10-12% compared to the end of the 2010-2015 term. Along with economic development, many pressing issues related to land use planning, granting of land use right certificates, untimely policy assurance, "coverage" of health insurance cards..., were also focused on by the Commune Party Committee.

As for Tan An commune, the greatest success in the 2015-2020 term was to successfully bring the commune to the new rural finish line. Comrade Chu Hoai Thanh - Standing Deputy Secretary of the Commune Party Committee shared: On the basis of reviewing 19 new rural criteria, the Party Committee and the commune government have focused on building a plan and roadmap to implement each criterion according to the motto of doing easy things first, difficult things later; prioritizing the implementation of "soft" criteria, which are reducing poor households and creating jobs to increase income and living standards of the people. The Commune Party Committee focused on leading the government, the Fatherland Front, organizations and hamlet units to convert some suitable land areas to serve the development of small-scale industry, services and trade.

Actively shifting the labor structure, economic structure, forming concentrated production areas for key plants and animals in the area such as rubber, sugarcane, fruit trees, promoting the development of buffalo, cow and poultry farming. Up to now, the commune has 485 hectares of rubber and 40 hectares of citrus fruit trees. In addition to promoting and mobilizing people to develop livestock farming with a total herd of 1,823 buffalo and cows in the commune, the locality also encourages people to take advantage of 120 hectares of water surface area for aquaculture, creating jobs and increasing income. The rate of workers with regular jobs reached 93.5%; basically solving the situation of "leaving home", many young people have confidently started their careers right on their homeland.

Clearly define core tasks

Entering the 2015-2020 term, in addition to advantages, the Tan Ky District Party Committee also faces many difficulties, especially the small economic scale, economic infrastructure that has not met development requirements, social evils, especially gambling, which affects the ideological situation in the Party Committee. Based on the analysis of advantages and difficulties, in order to effectively implement the Resolution of the 20th Party Congress, in addition to the 24 resolutions and projects in the previous term that continue to be implemented, the Standing Committee of the District Party Committee has issued 15 new resolutions, directives, projects and programs.

In each resolution and project, the Standing Committee of Tan Ky District Party Committee requires the District People's Committee, departments, branches and establishments to develop specific plans at their level; associated with inspection and supervision by the Party Committee. For example, after issuing Directive 02/CT-HU, dated November 3, 2015 on "Strengthening the Party's leadership in the prevention and combat of gambling in the district", the Standing Committee of the District Party Committee assigned the responsibility to the District People's Committee to develop plans, roadmaps, and forms, and at the same time directed the blocks and hamlets to sign commitments to the people not to violate the gambling evil.

The District Party Committee also issued a separate commitment form for cadres and party members; made public the phone numbers of comrades in the Standing Committee of the District Party Committee and the Chief of the District Police, ready to receive all information and feedback from people related to gambling... From that drastic leadership and direction, gambling in the district has decreased sharply since the District Party Congress for the 2015-2020 term. If before, on average, 100 cases and over 500 subjects were discovered and arrested each year, then within the past year and a half (from January11/2015 – 4/2017) only detected 93 cases with 438 subjects.

Thanks to the innovation in leadership, direction, and assigning specific responsibilities to organizations and individuals in each field and content, since the beginning of the term, Tan Ky has created many changes in economic development, hunger eradication, poverty reduction, Party building and political system. The district has attracted a number of projects such as Cotto Hoang Nguyen Roofing Tile and Ceramic Tile Factory, with a total investment of 150 billion VND (put into operation since 2016), Truong Hai Automobile Showroom and Commercial Services, with a total investment of over 70 billion VND (preparing to go into operation)...

In addition, many projects are focusing on site clearance such as a commercial center with an area of ​​7,000 m2; a conference center, a high-class restaurant with an area of ​​8,000 m2 in the town; a stop - parking and receiving point for raw materials on Ho Chi Minh road... In agricultural production, the district has directed the replanting of orange trees in some localities belonging to the former An Ngai and Song Con farms such as Tan Hop, Tan An, Tan Phu, Tan Long, with a planting area of ​​300 hectares...

Comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee said: In addition to clearly defining the programs and key areas for the entire term, in each year, the Standing Committee of the District Party Committee clearly identifies a number of key tasks, urgent and prominent issues in the area to lead, direct and urge resolutely. Specifically, in 2016, the Standing Committee of the District Party Committee proposed 7 tasks and in 2017 proposed 9 key and urgent tasks that must be focused on solving related to the elimination of manual brick kilns, resolving disputes over industrial park land in Cua tile village; disputes over forest land and forestry land in the border area between Tan Ky district and Yen Thanh district; not allowing illegal construction works in hamlet 14, Tan Huong commune; clearing the ground for key projects, including the town's commercial center market of nearly 7,000 m2; the town's high-class conference and restaurant center of 8,000 m2; Construction of Ky Tan commune power station, about 5,000 m2...
