Tan Ky addresses pressing and prominent issues in the area.

(Baonghean) - Entering the 2015-2020 term, Tan Ky was still a locality with low economic development; the security and social order situation still had many shortcomings. But with determination, consensus, innovation in leadership and direction, and clear identification of key tasks, Tan Ky has created positive changes after the Party congresses at all levels.

Movement at the base

As a particularly disadvantaged mountainous commune with 70% ethnic minority population, Giai Xuan has a low economic starting point; its technical infrastructure does not meet development requirements. To create a new phase of development in the 2015-2020 term, the commune Party Committee clearly identified three key priorities: socio-economic development; focusing on Party building; and resolving existing problems that cause public concern. In economic development, the focus is on leading and directing the shift in crop structure, promoting commercial livestock farming, and improving people's income. To achieve this, the Party Committee directed the government, the Fatherland Front, and other organizations to develop plans and mobilize the people to consolidate land plots, linking them with planning and upgrading the irrigation and internal road systems.

Leading us on a tour of the land areas that have been consolidated and reorganized, planned for specialized cultivation of rice, corn, sugarcane, cassava, various vegetables, and areas for building farms and family farms, the Party Secretary of Giai Xuan commune, Nguyen Duy Ket, proudly stated: "Thanks to the concentrated planning of these areas, it has created conditions for people to invest in intensive farming and introduce mechanization into production."

Currently, sugarcane cultivation is 100% mechanized from land preparation to planting. Giai Xuan also leads in sugarcane area and production compared to other communes in the district, with a total of 1,165 hectares (an increase of 165 hectares compared to the beginning of the term), yielding nearly 40,000 tons per year. For the 35 hectares planned for growing green vegetables, including gourds, pumpkins, kohlrabi, cabbage, and other leafy greens, intensive cultivation is being focused on; improving land rotation efficiency; and increasing income per unit area by 10%.

In addition, the locality has implemented several new models such as ginger and orange cultivation; and developed farms with 10 integrated farms. Along with actively directing land consolidation and exchange associated with shifting the crop structure and increasing value per unit area, according to Secretary Ket, the commune Party Committee also focused on directing the development of livestock farming, especially buffalo and cattle; increasing the total herd by 10-12% compared to the end of the 2010-2015 term. Along with economic development, many pressing issues related to land use planning, land use right certificate issuance, ensuring timely policy implementation, and the "coverage" of health insurance cards, etc., were also focused on being addressed by the commune Party Committee.

As for Tan An commune, the greatest success in the 2015-2020 term was successfully achieving the new rural development goals. Comrade Chu Hoai Thanh – Standing Deputy Secretary of the Commune Party Committee – shared: Based on a review of the 19 new rural development criteria, the Commune Party Committee and government focused on developing plans and roadmaps for implementing each criterion, following the principle of tackling easier tasks first and more difficult ones later; prioritizing the implementation of "soft" criteria, namely reducing poverty and creating jobs to improve people's income and living standards. The Commune Party Committee focused on leading the government, the Fatherland Front, mass organizations, and neighborhood units to convert some suitable land areas for the development of small-scale industries, services, and trade.

Actively shifting the labor and economic structure, forming concentrated production areas for key crops and livestock in the locality such as rubber, sugarcane, and fruit trees, and promoting the development of buffalo, cattle, and poultry farming. To date, the commune has 485 hectares of rubber and 40 hectares of citrus fruit trees. Besides promoting and encouraging people to develop livestock farming, with a total buffalo and cattle herd of 1,823 animals in the commune, the locality also encourages people to utilize 120 hectares of water surface area for aquaculture, creating jobs and increasing income. The rate of regularly employed workers reaches 93.5%; the problem of "leaving home" has been basically solved, and many young people have confidently established careers right in their hometown.

Clearly define the key tasks.

Entering the 2015-2020 term, alongside favorable conditions, the Tan Ky District Party Committee also faced many difficulties, especially the small scale of the economy, the inadequate economic infrastructure for development, and social evils, particularly gambling, which affected the ideological situation within the Party Committee. Based on an analysis of these advantages and difficulties, in order to effectively implement the Resolution of the 20th District Party Congress, in addition to the 24 resolutions and projects from the previous term that continued to be implemented, the Standing Committee of the District Party Committee issued 15 new resolutions, directives, projects, and programs.

In each resolution and project, the Standing Committee of the Tan Ky District Party Committee requires the District People's Committee, departments, and grassroots units to develop specific plans at their respective levels; linked with inspection and supervision by the Party Committee. For example, after issuing Directive 02/CT-HU, dated November 3, 2015, on "Strengthening the Party's leadership in the prevention and fight against gambling in the district," the Standing Committee of the District Party Committee assigned responsibility to the District People's Committee to develop a plan, roadmap, and forms, and simultaneously directed the blocks and hamlets to conduct the signing of commitments with the people to not violate the law on gambling.

The District Party Committee also issued a separate commitment form for cadres and Party members; publicly posted the phone numbers of members of the District Party Standing Committee and the District Police Chief, ready to receive all information and feedback from the people related to gambling... Thanks to this decisive leadership and direction, gambling in the district has decreased sharply since the District Party Congress for the 2015-2020 term. Previously, an average of 100 cases and over 500 individuals were detected and arrested each year, but in the past year and a half (since [date]...11/2015 – 4(in 2017) only detected 93 cases involving 438 individuals.

Thanks to innovative leadership and guidance, assigning specific responsibilities to organizations and individuals in each area and aspect, since the beginning of this term, Tan Ky has made significant strides in economic development, poverty reduction, Party building, and the political system. The district has attracted several projects such as the Hoang Nguyen Cotto Roofing and Tile Factory, with a total investment of 150 billion VND (operational since 2016), and the Truong Hai Automobile Showroom and Commercial Services, with a total investment of over 70 billion VND (preparing to operate)...

In addition, many projects are focusing on land clearance, such as a 7,000 m2 commercial center; an 8,000 m2 conference center and high-end restaurant in the town; and a material receiving and delivery point on the Ho Chi Minh Highway... In agricultural production, the district has directed the re-establishment of orange cultivation in some localities formerly belonging to the An Ngai and Song Con State Farms, such as Tan Hop, Tan An, Tan Phu, and Tan Long, with a planted area of ​​300 hectares...

Comrade Bui Thanh Bao, Secretary of the Tan Ky District Party Committee, stated: In addition to clearly identifying key programs and areas for the entire term, the Standing Committee of the District Party Committee also clearly identifies a number of key tasks and pressing issues in the district each year to provide decisive leadership, guidance, and supervision. Specifically, in 2016, the Standing Committee of the District Party Committee set out 7 key tasks, and in 2017, it set out 9 key tasks and pressing issues that need to be addressed, including the elimination of manual brick kilns; resolving land disputes in the industrial zone at Cua tile village; land disputes in the border area between Tan Ky and Yen Thanh districts; preventing illegal construction in Hamlet 14, Tan Huong commune; clearing land for key projects, including the town's central commercial market (nearly 7,000 m2); the town's high-end conference center and restaurant (8,000 m2); and the construction of the Ky Tan commune power station (approximately 5,000 m2)...
