Nghe An Newspaper interviewed comrade Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee on this issue.

PV:Dear comrade, the inspection and supervision work is very important for the Party building work, contributing to maintaining political stability, ensuring national defense and security, improving the quality of Party building work and building the political system of the province, creating conditions for economic and social development... Could you tell us about the implementation of the inspection and supervision work of Party committees and inspection committees at all levels in the province?

Comrade Le Hong Vinh:The Provincial Party Executive Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee are very interested in directing and implementing the work of inspection, supervision, and party discipline for party committees, party organizations, and inspection committees at all levels in the entire Party Committee.

In particular, the focus has been on inspecting and supervising key contents: the dissemination and implementation of the Resolutions of the Party Congresses at all levels; the development and implementation of programs and projects according to the Congress Resolutions; the dissemination and implementation of the Resolution of the 4th Central Committee (term XII) on Party building; issues related to administrative reform, public ethics; the licensing sector... pressing and prominent issues of public concern.

In the first 6 months of 2017, Party committees at all levels inspected 1,178 Party organizations and 1,903 Party members; supervised 704 organizations and 1,579 Party members; and disciplined 11 Party organizations and 307 Party members in various forms.

The Inspection Committees at all levels inspected 162 party organizations and 346 party members when there were signs of violations; inspected the implementation of inspection and supervision tasks for 925 party organizations; inspected lower-level party organizations to implement discipline for 784 party organizations; supervised 783 organizations and 1,250 party members; disciplined 92 party members by various forms...

The Inspection Committees at all levels have strictly performed the task of supervising the implementation of the review of Resolution 4 of the 12th Central Committee at the units. To continue implementing the tasks that need to be performed after the review according to Resolution 4 of the 12th Central Committee, the Provincial Party Committee's Inspection Committee has issued a document directing the Party Committees and the district-level inspection committees to study and add to the work program the content of inspection and supervision of the overcoming and correction of shortcomings pointed out after the review. As a result, disciplinary action has been taken against a number of party members who have violated the regulations, creating high consensus among the public.

Inspection and supervision activities have had a positive impact on the effective implementation of Party directives and resolutions; avoiding the situation where directives and resolutions are elaborately developed, crystallizing the collective's intelligence and enthusiasm, but the implementation results are not high or not implemented.

PV:Inspection and supervision work is closely linked and indispensable to the Party's leadership, especially in the current period when we are implementing Resolution 4 of the Central Committee (12th tenure). So, could you please tell us about the key tasks of inspection and supervision work in the coming time to continue to improve the effectiveness of this work?

Comrade Le Hong Vinh:We identify the key tasks of inspection and supervision work in the coming time as: Party committees, Party organizations and inspection committees at all levels need to strengthen inspection and supervision work; fully and correctly perceive the position and importance of inspection and supervision work, especially in implementing the Resolutions of Party Congresses at all levels; Resolution of the 4th Central Committee (12th tenure) on strengthening Party building and rectification; Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Directive No. 50 of the Politburo on strengthening the Party's leadership in detecting and handling corruption cases.

On the other hand, inspection and supervision work must be conducted regularly, comprehensively, publicly, democratically, cautiously and strictly, in which prevention and construction are the main priorities; effective solutions must be proposed to thoroughly resolve the work being done.

Pay attention to inspecting all areas, fields and localities, avoiding the situation of "waiting and waiting", "heavy on the top, light on the bottom". Promptly remind, correct and prevent violations of the Party's guidelines and policies, the State's policies and laws, and lack of exemplary behavior in life; at the same time, resolutely handle Party organizations and Party members who deliberately violate, affecting the Party's reputation and the development of localities, sectors and units.

Along with that, strengthen regular supervision, monitor areas and fields, proactively detect, advise and propose to the Party Committee to inspect specific violations; promote the responsibility of the Committees, Inspection Committees and the Provincial Party Committee Office in monitoring areas and fields; attach responsibility to cadres when they do not detect cases arising in the areas and fields they are assigned to monitor, and do not advise on timely handling.

Comprehensively and effectively implement tasks according to the Party Charter and tasks assigned by the Party Committee, focusing on inspecting lower-level Party organizations and Party members when there are signs of violations, first of all, directly lower-level Party organizations and Party Committee members at the same level, Party members under the management of the Party Committee at the same level, especially heads of Party Committees, Party organizations, State organizations, and socio-political organizations in performing assigned duties, tasks, and powers.

There are appropriate forms to strengthen the direction of inspection, supervision and disciplinary enforcement of organizations and party members at all levels, avoiding the situation of covering up violations by localities, agencies and units; strengthening close and effective coordination between relevant agencies in performing the tasks of inspection, supervision and party discipline.

Actively coordinate with judicial, inspection and auditing agencies in performing tasks, speed up the review, inspection and supervision of cases in the spirit of protecting what is right and being uncompromising with violations of Party discipline...

To well implement the direction of the Central Inspection Commission at the Conference to review the inspection and supervision work in the first 6 months of 2017 is to proactively grasp the situation, choose the right issues that the Party and people need; and be objective in the implementation process.

When concluding, it is necessary to help the subject to voluntarily recognize shortcomings. The inspection process should not be delegated to the inspection team, but comrades in the leadership of the inspection committee at all levels should participate in regular evaluation and directly instruct the inspection team. On the other hand, it is necessary to focus on monitoring the implementation of inspection conclusions.

PV:Supervision work within the Party plays a very important role, contributing to warning of violations; proactively preventing, stopping, and overcoming shortcomings; and discovering positive factors of Party organizations and Party members. On June 1, 2017, the Politburo issued Regulation No. 86-QD/TW (Regulation 86) on supervision within the Party. Could you tell us about the new contents of this Regulation?

Comrade Le Hong Vinh:To ensure unity and synchronization in the implementation of Regulation No. 30-QD/TW on the implementation of Chapter VII and Chapter VIII of the Party Charter on inspection, supervision and enforcement of Party discipline, regulations, statutes and practices in Party building work, the Politburo issued Regulation No. 86-QD/TW, dated June 1, 2017 on supervision within the Party, replacing Regulation No. 68-QD/TW, dated March 21, 2012.

In terms of content, Regulation 86 has many new points on the subjects and leadership of supervision work in the Party; expands the subjects of supervision to include Party cells and standing committees of grassroots Party committees; expands the scope of supervision; in terms of implementation methods, when necessary, there will be examination and verification; clearly states that the supervision task of the Party cell is basically regular supervision...

The supervision content has many new points added compared to previous regulations, such as: Leadership and direction in practicing thrift; preventing and combating corruption and waste; management and training of qualities, ethics and lifestyle of cadres and party members.

Leadership, direction and organization of administrative reform and judicial reform. Leadership and direction of law enforcement agencies in investigation, prosecution, trial and execution of judgments. Recruitment, reception, planning, training, fostering, evaluation, rotation, promotion, assignment, use, reward and discipline of cadres...

These are all current issues, extremely urgent for Party building work today.
