Nghe An Newspaper conducted an interview with Comrade Le Hong Vinh - Member of the Standing Committee and Chairman of the Provincial Party Committee's Inspection Committee - on this issue.
PV:Comrade, inspection and supervision work is of great importance to Party building, contributing to maintaining political stability, ensuring national defense and security, improving the quality of Party building and the construction of the political system in the province, and creating conditions for economic and social development... Could you please tell us about the situation regarding the implementation of inspection and supervision work by Party committees and inspection committees at all levels in the province?
Comrade Le Hong Vinh:The Provincial Party Committee, the Standing Committee, and the Provincial Party Executive Committee pay close attention to directing and implementing the work of inspection, supervision, and party discipline for Party committees, Party organizations, and inspection committees at all levels throughout the entire Party organization.
Specifically, the inspection and supervision focused on key areas: the thorough understanding and implementation of resolutions of Party congresses at all levels; the development and implementation of programs and projects in accordance with the congress resolutions; the thorough understanding and implementation of Resolution No. 4 of the Central Committee (12th term) on Party building; issues related to administrative reform, public service ethics; licensing; and pressing and prominent issues of public concern.

In the first six months of 2017, Party committees at all levels conducted 1,178 inspections of Party organizations and 1,903 inspections of Party members; supervised 704 organizations and 1,579 Party members; and disciplined 11 Party organizations and 307 Party members through various forms.
Party inspection committees at all levels conducted 162 inspections of Party organizations and 346 inspections of Party members suspected of violations; inspected the implementation of inspection and supervision tasks for 925 Party organizations; inspected lower-level Party organizations regarding the implementation of disciplinary measures for 784 Party organizations; supervised 783 organizations and 1,250 Party members; and disciplined 92 Party members through various forms...
The inspection committees at all levels have strictly carried out their task of supervising the implementation of the review of Resolution No. 4 of the Central Committee (12th Congress) at various units. To continue implementing the tasks required after the review according to Resolution No. 4 of the Central Committee (12th Congress), the Provincial Party Committee's Inspection Committee issued a directive to district-level Party committees and inspection committees to study and add to their work programs the content of inspecting and supervising the rectification and correction of shortcomings identified after the review. As a result, disciplinary action was taken against several Party members who committed violations, creating strong public support.
Inspection and supervision activities have had a positive impact on the effective implementation of the Party's directives and resolutions; preventing situations where meticulously crafted directives and resolutions, embodying the collective wisdom and dedication, are poorly implemented or not implemented at all.
PV:Inspection and supervision work is closely linked to and essential to the Party's leadership, especially in the current period when we are implementing Resolution No. 4 of the 12th Central Committee. Therefore, could you please tell us about the key tasks of inspection and supervision work in the coming period to further improve its effectiveness?
Comrade Le Hong Vinh:We have identified the key tasks of inspection and supervision work in the coming period as follows: Party committees, Party organizations, and inspection committees at all levels need to strengthen inspection and supervision; fully and correctly understand the position and importance of inspection and supervision work, especially in implementing the Resolutions of the Party Congresses at all levels; Resolution No. 4 of the Central Committee (12th term) on strengthening Party building and rectification; Directive No. 05 of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style; and Directive No. 50 of the Politburo on strengthening the Party's leadership in detecting and handling corruption cases.
On the other hand, inspection and supervision must be conducted regularly, comprehensively, openly, democratically, cautiously, and rigorously, with a focus on prevention and constructive measures; proposing effective solutions to definitively resolve ongoing issues.
Pay close attention to inspecting all areas, sectors, and localities, avoiding a situation of "waiting and watching" or "heavy at the top, light at the bottom." Promptly remind, correct, and prevent violations of the Party's guidelines and policies, the State's laws, and a lack of exemplary conduct in life; at the same time, resolutely handle Party organizations and Party members who deliberately violate regulations, affecting the Party's prestige and the development of the locality, sector, or unit.
In addition, strengthen regular supervision and monitoring of areas and sectors, proactively detect, advise, and propose to the Party Committee the inspection of specific violations; promote the responsibility of the Committees, Agencies of the Inspection Committee and the Provincial Party Committee Office in monitoring areas and sectors; and hold officials accountable when they fail to detect violations in the areas and sectors under their supervision or fail to advise on timely handling of such cases.
Implement comprehensively and effectively the tasks stipulated in the Party Charter and the tasks assigned by the Party Committee, focusing on inspecting lower-level Party organizations and Party members when there are signs of violations, first and foremost the directly subordinate Party organizations and Party committee members at the same level, Party members under the management of the Party committee at the same level, especially the heads of Party committees, Party organizations, state organizations, and socio-political organizations in the performance of their assigned responsibilities, duties, and powers.

Appropriate measures should be taken to strengthen the direction of inspection, supervision, and disciplinary enforcement of organizations and Party members at all levels, avoiding the cover-up of wrongdoings by localities, agencies, and units; and to enhance close and effective coordination among relevant agencies in carrying out Party inspection, supervision, and disciplinary tasks.
Actively coordinate with judicial, inspection, and auditing agencies in carrying out tasks, expediting the review, inspection, and supervision of cases with the spirit of protecting what is right and showing no tolerance for violations of Party discipline…
Following the directives of the Central Inspection Committee at the conference summarizing inspection and supervision work in the first six months of 2017, we must proactively grasp the situation, correctly select the issues that the Party and the people need addressed, and maintain objectivity in the implementation process.
In conclusion, it is necessary to help the subjects voluntarily recognize their shortcomings. The inspection process should not be left solely to the inspection team; instead, leaders of the inspection committees at all levels must participate in regular evaluations and directly supervise the inspection teams. Furthermore, emphasis should be placed on monitoring the implementation of inspection conclusions.
PV:Party supervision plays a crucial role in warning against violations; proactively preventing, stopping, and rectifying shortcomings; and identifying positive elements within Party organizations and among Party members. On June 1, 2017, the Politburo issued Regulation No. 86-QĐ/TW (Regulation 86) on Party supervision. Could you please elaborate on the new contents of this Regulation?
Comrade Le Hong Vinh:To ensure uniformity and consistency in the implementation of Regulation No. 30-QD/TW on the implementation of Chapters VII and VIII of the Party Charter concerning inspection, supervision, and disciplinary enforcement within the Party, as well as regulations, rules, and practices in Party building, the Politburo issued Regulation No. 86-QD/TW, dated June 1, 2017, on supervision within the Party, replacing Regulation No. 68-QD/TW, dated March 21, 2012.
In terms of content, Regulation 86 introduces many new points regarding the subjects and leadership of supervision work within the Party; expanding the scope of supervision to include grassroots Party committees and standing committees; expanding the scope of supervision; and regarding the method of implementation, including verification and investigation when necessary; clearly stating that the basic supervisory task of the Party branch is regular supervision...
The scope of supervision has been expanded with many new points compared to previous regulations, such as: leadership and guidance in practicing thrift; prevention and combating corruption and waste; and management and cultivation of the qualities, ethics, and lifestyle of cadres and Party members.
Leading, directing, and organizing the implementation of administrative and judicial reforms. Leading and directing law enforcement agencies in investigation, prosecution, trial, and execution of judgments. Recruiting, appointing, planning, training, developing, evaluating, rotating, promoting, assigning, utilizing, rewarding, and disciplining cadres…
These are all topical issues that are extremely urgent for Party building work today.
