As reported by Nghe An Newspaper, after making landfall, storm No. 2 caused landslides and rockslides blocking National Highway 16 through Ta Pan village, Tri Le commune (Que Phong), and the storm also broke two high-voltage power poles in the area. This is also the reason why the entire Tri Le commune and some villages in Nhon Mai commune (Tuong Duong district) have been without power for nearly 10 days now.

To fix the problem, after surveying, Que Phong Electricity Department has deployed the construction of new electric poles to replace the two broken poles. The new location is nearly 50m from the old location and more than 100m from the national highway.
Because there is no means of transporting construction materials up the hill, workers are forced to carry bags of sand, gravel, cement... to the assembly point. Although the progress is slow, this is the only way to cope with the continuing rain in the western region of Nghe An.
