According to the provisions of Point d, Clause 3, Article 18 of the 2008 Road Traffic Law, vehicle drivers must not open the vehicle door, leave the vehicle door open or get out of the vehicle without ensuring safety conditions.

Pursuant to Point g, Clause 2, Article 5 of Decree No. 46/2016/ND-CP, the act of opening the car door or leaving the car door open unsafely will be subject to an administrative fine of 300,000-400,000 VND, and the driver's license will be revoked for 2 to 4 months.

It is necessary to check the legality of stopping the vehicle to have appropriate handling measures according to the provisions of Article 5 of Decree No. 46/2016/ND-CP.

In addition to being fined, drivers who commit the above violations and cause traffic accidents will have their driving licenses revoked for 2 to 4 months (Point c, Clause 12, Article 5).
