According to point d, clause 3, Article 18 of the 2008 Road Traffic Law, drivers are prohibited from opening car doors, leaving car doors open, or stepping out of the vehicle before ensuring safe conditions.

According to point g, clause 2, Article 5 of Decree No. 46/2016/ND-CP, the act of opening a car door or leaving it open in an unsafe manner will be subject to an administrative fine of 300,000-400,000 VND and suspension of the driver's license for 2 to 4 months.

The legality of the vehicle stop needs to be verified in order to take appropriate action in accordance with Article 5 of Decree No. 46/2016/ND-CP.

In addition to being fined, drivers who commit the above violation and cause a traffic accident will have their driver's license revoked for 2 to 4 months (point c, clause 12, Article 5).
