1. Incorporate human rights content into the education program

The objective of the Project is to propagate, disseminate and educate human rights in order to create a change in the awareness of learners, teachers and educational managers about the importance and awareness of self-protection of their own rights, respect for the dignity, rights and freedoms of others; awareness of the responsibility and obligations of citizens towards the state and society, contributing to the comprehensive development of Vietnamese people to meet the requirements of integration and sustainable development of the country.

In the period 2017 - 2020, for preschool and general education (primary, middle and high school), the pilot program will be organized in 3 provinces and cities representing 3 regions (expected 2 schools at each level); for higher education, the pilot program will be organized for school groups according to training majors (expected 3 schools at each school group); for vocational education, the pilot program will be organized for school groups according to training majors and occupations (expected 3 schools at each school group).

2. Proactively respond to natural disasters and search and rescue

The Government Office has just announced the direction of Deputy Prime Minister Trinh Dinh Dung at the meeting to review the work of the National Committee for Search and Rescue from 2016 to present and deploy work for the last months of 2017.

To successfully complete the task of responding to incidents, natural disasters and search and rescue from now until the end of 2017, ministries, branches and localities need to focus on directing, always proactively preventing and responding effectively to minimize damage to people and property, linking proactive response with search and rescue work; requiring authorities at all levels and people to absolutely not be subjective; maintaining a duty regime to regularly grasp the situation of incidents and natural disasters in each locality, thereby proactively responding to all situations. When incidents and natural disasters occur, it is necessary to closely coordinate among forces, promptly report, advise and propose effective response measures to situations.

3. Vietnam Mekong River Commission Personnel

The Prime Minister has just decided to assign him to the position of Vice Chairman of the Vietnam Mekong River Commission.

The Government Office has just issued a document conveying the direction of Prime Minister Nguyen Xuan Phuc requesting an inspection of the licensing of drug imports, the granting of drug circulation registration certificates and the winning of drug supply bids of VN Pharma Joint Stock Company.

Regarding this matter, the Prime Minister requested the Government Inspectorate to conduct an inspection of the licensing of drug imports and the issuance of drug circulation registration certificates for 7 types of drugs manufactured by Helix Pharmaceuticals Inc., Canada and the winning of drug supply packages for hospitals by VN Pharma Joint Stock Company before the incident occurred; report to the Prime Minister before December 31, 2017.

5. Establishment of the Council for appraisal of the Feasibility Study Report of the Long Thanh Airport Resettlement Project

The Prime Minister has just decided to establish a State Appraisal Council to appraise the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport (Project Feasibility Study Report).

According to the decision, Minister of Planning and Investment Nguyen Chi Dung is Chairman of the Council. Vice Chairman of the Council is Deputy Minister of Planning and Investment.

The Council members include representatives of the Government Office, Ministry of Finance, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Justice, Ministry of National Defense, Ministry of Public Security, Ministry of Construction, Ministry of Labor - Invalids and Social Affairs, Ministry of Home Affairs, State Bank of Vietnam, Dong Nai Provincial People's Committee.

6. Investigate and handle cases of Customs officers swapping and appropriating physical evidence

Permanent Deputy Prime Minister Truong Hoa Binh - Head of the National Steering Committee 389 has just given instructions on the case of Hanoi Customs Department officers swapping and appropriating ivory evidence.

Considering the report of the Standing Office of the National Steering Committee 389 on the case of Hanoi Customs Department officers abusing their assigned positions and powers to swap and appropriate 156 kg of ivory kept in the evidence warehouse, the Deputy Prime Minister assigned the Ministry of Public Security to direct the Hanoi City Police to promptly conclude the investigation to strictly handle violators in accordance with the provisions of law.

7. Building a marine environmental monitoring and warning system in 4 central provinces

The Prime Minister has just approved the investment policy for the Project to build a marine environmental monitoring and warning system in four central provinces managed by the Ministry of Natural Resources and Environment and the People's Committees of Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue provinces.

The investment objective is to build a modern and synchronous system for monitoring, supervising and warning of marine environmental pollution in 4 central provinces including Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue to provide information, data and documents on the current status and changes in the quality of the central marine environment (ambient air, seawater and sediment); and timely warning when the quality of the central marine environment shows signs of pollution.

8. List of members of the National Council on Water Resources

Deputy Prime Minister Truong Hoa Binh directed relevant agencies to strengthen propaganda and widely disseminate the reception of dossiers and return of results of administrative procedure settlement via public postal services.

Specifically, the Deputy Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to strengthen propaganda and disseminate widely in many forms the Government's policy on administrative procedure reform through receiving dossiers and returning results of administrative procedure settlement via public postal services to create favorable conditions and reduce travel costs for organizations and individuals.

The Deputy Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of provincial and municipal People's Committees to direct relevant agencies to coordinate with Vietnam Post Corporation in training postal staff to receive dossiers and return results via public postal services after the list of administrative procedures performed via public postal services has been announced.
