These are some of the prominent directives of the Government and the Prime Minister this past week.

1. Incorporate human rights content into the education curriculum.

The project aims to promote, disseminate, and educate on human rights in order to create a shift in the awareness of learners, teachers, and education administrators regarding the importance of protecting their own rights, respecting the dignity, rights, and freedoms of others; and awareness of the responsibilities and obligations of citizens towards the state and society, contributing to the comprehensive development of Vietnamese people to meet the requirements of integration and sustainable development of the country.

Specifically, during the period 2017-2020, for preschool and general education (primary, lower secondary, and upper secondary), pilot programs will be implemented in 3 provinces/cities representing the three regions (expected 2 schools per level); for higher education, pilot programs will be organized for university groups according to training disciplines (expected 3 schools per group); for vocational education, pilot programs will be organized for university groups according to training disciplines and occupations (expected 3 schools per group).

2. Proactive response to natural disasters and search and rescue operations.

The Government Office has just announced the directives of Deputy Prime Minister Trinh Dinh Dung at the meeting summarizing the work of the National Committee for Search and Rescue from 2016 to the present and implementing the work for the remaining months of 2017.

To effectively fulfill the tasks of responding to incidents, natural disasters, and search and rescue operations from now until the end of 2017, ministries, sectors, and localities need to focus on directing and proactively preventing and responding effectively to minimize damage to people and property, linking proactive response with search and rescue work; requiring all levels of government and the people to absolutely not be complacent; maintaining a duty roster to constantly monitor the situation of incidents and natural disasters in each area, thereby proactively responding to all situations. When incidents or natural disasters occur, close coordination between forces is necessary, timely reporting is required, and proposals should be made to implement effective response measures.

3. Personnel of the Vietnam Mekong River Commission

The Prime Minister has just decided to appoint him to the position of Vice Chairman of the Vietnam Mekong River Commission.

The Government Office has just issued a document conveying the directive of Prime Minister Nguyen Xuan Phuc requesting an investigation into the licensing of drug imports, the issuance of drug registration certificates, and the bidding process for drug supply by VN Pharma Joint Stock Company.

Regarding this matter, the Prime Minister requested the Government Inspectorate to conduct an inspection of the licensing of drug imports and the issuance of drug registration certificates for 7 types of drugs manufactured by Helix Pharmaceuticals Inc, Canada, and the winning of drug supply contracts for hospitals by VN Pharma Joint Stock Company before the case occurred; and to report to the Prime Minister before December 31, 2017.

5. Establish a Council to evaluate the feasibility study report for the Long Thanh Airport resettlement project.

The Prime Minister has just decided to establish a State Appraisal Council to appraise the Feasibility Study Report for the Long Thanh International Airport Land Acquisition, Compensation, Support, and Resettlement Project (the Project Feasibility Study Report).

According to the decision, Minister of Planning and Investment Nguyen Chi Dung serves as the Chairman of the Council. The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.

The Council members include representatives from the Government Office, the Ministry of Finance, the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Ministry of Justice, the Ministry of National Defence, the Ministry of Public Security, the Ministry of Construction, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Interior, the State Bank of Vietnam, and the People's Committee of Dong Nai province.

6. Investigate and handle the case of customs officers swapping and misappropriating seized goods.

Deputy Prime Minister Truong Hoa Binh, Head of the National Steering Committee 389, has issued directives regarding the case of Hanoi City Customs officials swapping and misappropriating confiscated ivory.

Considering the report from the Standing Office of the National Steering Committee 389 regarding the case of Hanoi City Customs officials abusing their positions and authority to swap and misappropriate 156 kg of ivory stored in the evidence warehouse, the Deputy Prime Minister instructed the Ministry of Public Security to direct the Hanoi City Police to promptly conclude the investigation and strictly handle the violators in accordance with the law.

7. Establish a marine environmental monitoring and warning system in 4 central provinces.

The Prime Minister has just approved the investment plan for the Project to build a marine environmental monitoring and warning system in four central provinces, managed by the Ministry of Natural Resources and Environment and the People's Committees of the provinces of Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue.

The investment aims to build a modern and synchronized system for monitoring, supervising, and warning about marine environmental pollution in four central provinces: Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue. This system will provide information, data, and documentation on the current state and changes in the quality of the marine environment in Central Vietnam (ambient air, seawater, and sediment); and provide timely warnings when the quality of the marine environment in Central Vietnam shows signs of pollution.

8. List of Members of the National Council on Water Resources

Deputy Minister of Finance Tran Xuan Ha has been appointed as a non-permanent member of the National Council on Water Resources.

Permanent Deputy Prime Minister Truong Hoa Binh instructed relevant agencies to strengthen the dissemination and promotion of the acceptance of applications and delivery of results for administrative procedures through public postal services.

Specifically, the Deputy Prime Minister requested Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and centrally-administered city People's Committees to strengthen the dissemination of information through various forms about the Government's policy on administrative procedure reform, specifically regarding the acceptance of applications and delivery of results through public postal services, in order to facilitate and reduce travel costs for organizations and individuals.

The Deputy Prime Minister requested Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and city People's Committees to direct relevant agencies to coordinate with Vietnam Post Corporation in training postal staff on receiving applications and delivering results through public postal services after the list of administrative procedures implemented through public postal services has been announced.
