The Ministry of Public Security will coordinate with the Supreme People's Court and relevant agencies to implement conditional early release on a regular quarterly basis (three times a year). A representative from the General Department stated that this is essentially a measure to change the form of sentence execution, meaning prisoners will serve their sentences locally instead of in prison.
Based on the conditions for conditional early release and the number of prisoners currently under management, it is projected that approximately 20,000 people will be granted conditional early release after two years of implementation; on average, each commune-level administrative unit will manage two to three people granted early release.
According to calculations, implementing the above project will save the State budget approximately 200 billion VND per year, and reduce the staffing needs of more than 3,000 officers and soldiers in detention facilities.
Those released from prison early are subject to supervision by the competent authorities in their place of residence.
