The Ministry of Public Security will coordinate with the Supreme People's Court and relevant agencies to implement conditional early release of prisoners on a quarterly basis (three times a year). The General Department representative said that this is essentially a measure to change the form of sentence execution, prisoners do not have to be in prison but serve their sentences locally.
Based on the conditions for conditional early release and the number of prisoners currently under management, it is expected that the number of people who will be conditionally released early after two years of implementation will be approximately 20,000; on average, each commune-level administrative unit will manage from two to three people who are released early.
According to calculations, the implementation of the above project will save the State budget about 200 billion VND per year, and reduce the need for more than 3,000 officers and soldiers of detention facilities.
People released from prison early must be under the management of competent authorities in their place of residence./.
