Creating a source for Party development work in Que Phong

(Baonghean) - Thanks to close contact with the grassroots and linking the roles and responsibilities of cadres and Party members with Party development work, in recent years, the Party Committee of Que Phong district has always met and exceeded the assigned targets for admitting new Party members.

Strong from the ground up

The border commune of Thông Thụ has a large number of Party members, comprising 367 comrades, mainly concentrated in 13 villages. Although the commune's Party committee sets a target of recruiting 12 or more new Party members each year, in reality, the number of outstanding individuals joining the Party in this border area not only meets but also exceeds the assigned plan.

For example, in 2015 the commune admitted 13 new party members, and in 2016 it was 14. In the first six months of 2017 alone, the commune's Party Committee admitted 12 new party members, meeting the target set for the whole year. In many village Party branches, the work of developing the Party is given attention and carried out systematically.

For example, the Muong Phu village Party branch - one of the grassroots Party organizations with the second largest number of Party members in Thong Thu commune Party committee, with 54 Party members out of a total of 974 people - has been recognized as "Clean and Strong" for four consecutive years.

Comrade Quang Thanh Hoai, Secretary of the Party Branch of Muong Phu village, said: "On average, the Party branch admits 1-2 new Party members each year, bringing the number of Party members to a continuous increase annually, ensuring the set target is met. The main source comes from mass organizations, including the children and relatives of cadres and Party members in the area."

Similarly, in Hanh Dich commune, the target for Party member development is 8-10 people per year. However, according to Nguyen Ba Kiem, Deputy Secretary of the Commune Party Committee, the number of Party members admitted annually ranges from 10-12 comrades, exceeding the assigned target. In 2017 alone, up to the end of August, 4 new Party members had been admitted, 4 more were in the process of having their files completed, and 5 outstanding individuals were undergoing Party membership training.

Comrade Tran Dang Khoa, Head of the Organization Department of the Que Phong District Party Committee, said: Every year, the District Party Committee ensures that it meets and exceeds the targets for developing new Party members. For example, in 2016, the entire district admitted 211 new Party members compared to the target of 180 (achieving 117.2% of the plan).

In 2017 alone, up to the end of August, the entire district admitted 140 new party members. Notably, 13 grassroots party organizations consistently exceeded their targets for party member development, including: Muong Ngoc, Dong Van, Cam Muon, Tri Le, Hanh Dich, Tien Phong, Kim Son town, Chau Kim...

Thanks to effective Party development efforts, despite challenging socio-economic conditions, all 194/194 villages in the area have Party branches, and none are at risk of becoming inactive again.

Efforts to generate resources

Sharing about the efforts in developing the Party at the grassroots level, Comrade Luong Ngoc Huan - Secretary of the Party Committee of Thong Thu commune, said: “To create a regular source for Party development work in the locality, every year, the commune Party committee proactively develops a plan, assigns targets and provides specific guidance to each Party branch on the work program, with particular attention paid to identifying, nurturing and admitting new Party members. We assign members of the Standing Committee and the Executive Committee of the commune Party committee to attend meetings with grassroots Party branches on a monthly and quarterly basis, both to grasp the situation and to guide and encourage Party building work, including the training and admission of Party members.”

In addition, the Party Committee and the local government of Thong Thu commune are also focused on finding solutions to help the people, especially the youth, to settle and establish their careers in the locality. Accordingly, the commune focuses on investing in and encouraging people to develop economic models by issuing projects and plans such as: the project to develop valuable medicinal plants including: Codonopsis pilosula, golden flower tea, Coptis chinensis, etc.

To date, the commune's economic development models have initially shown promising signs, indicating stability. This is one of the important factors that helps facilitate the development and creation of a workforce from young people in the area.

As for Hanh Dich commune, one of the solutions implemented by the local Party committee to ensure the target for admitting new Party members was to develop a specific plan from the beginning of the year, assigning each official to be responsible for monitoring the area and assisting the grassroots level in achieving the target.

As a result, grassroots Party branches facing difficulties in recruiting new members are promptly identified by the Party committee, which then provides guidance and assistance to ensure that the set targets are met.

Furthermore, recognizing that the primary source of Party membership is young people, the Party Committee and the local government of Hanh Dich commune have focused on directing mass organizations to promote cultural, artistic, and sports activities, creating healthy playgrounds to attract and gather young people to participate. From there, they select individuals to train and recruit into the Party ranks.

For example, Lo Van Diep, the Youth Union Secretary of Pa Kim village, thanks to his active participation in youth union activities, was trusted and elected as the youth union leader and was honored to be nurtured and admitted to the Party by the village Party branch. Diep said: “The general movements in Pa Kim village are always developing strongly, attracting a large number of people, including young people, to participate. In addition, the close attention of the Party committee, such as the secretary and deputy secretary of the Party branch personally attending the youth union activities, and assigning exemplary and experienced Party members to help union members develop their economy… also creates conditions for many union members to feel secure and committed to the land where they were born.”

According to Nguyen Ba Kiem, Deputy Secretary of the Party Committee of Hach Dich commune: On average, the Pa Kim Party Branch admits 1-2 new party members each year, with many families having 2-4 party members. Most party members, after being admitted, are given opportunities by the Party Branch Committee and the village management board to participate in community work. In 2017, the Pa Kim Party Branch officially transferred one comrade to full party membership, prepared to admit one female party member, and had three outstanding individuals of youth union age attend the party membership preparatory class...

Together with the grassroots Party committees and branches, the Standing Committee of the Que Phong District Party Committee annually evaluates and assigns specific implementation plans to each grassroots Party organization regarding the work of developing Party members; periodically, it reviews and monitors the situation to promptly provide guidance to Party committees at all levels on the roadmap for training and creating a pool of potential Party members in the locality.

The District Party Committee also issued a policy for areas far from the central district: instead of organizing centralized Party membership training courses at the district level, these courses will be conducted at the grassroots level within clusters of communes, maximizing convenience for outstanding individuals to fully acquire the necessary knowledge and theory to become Party members. In addition, the Standing Committee of the District Party Committee is strengthening inspection and supervision of Party development work in various units; promptly commending units that perform well, and reminding and supporting localities that have not yet met the requirements.

“Besides increasing the number of party members, the Standing Committee of the District Party Committee focuses on improving the quality of party members, especially newly admitted members or potential candidates. This is also a solution to enhance the capacity and fighting strength of grassroots party organizations, especially in village party branches,” said Comrade Tran Dang Khoa, Head of the Organization Department of the Que Phong District Party Committee.
