Creating resources for party development work in Que Phong

(Baonghean) - Thanks to being close to the grassroots and linking the roles and responsibilities of cadres and party members with party development work, in recent years, the Que Phong district party committee has always achieved and exceeded the assigned targets for admitting party members.

Strong from the base

Thong Thu border commune has a large number of party members, including 367 comrades, mainly concentrated in 13 villages and hamlets. Although each year the commune party committee sets a target of recruiting 12 or more party members, in reality the number of outstanding people joining the Party in this border area not only meets but also exceeds the assigned plan.

For example, in 2015, the number of new party members admitted to the commune was 13, in 2016 it was 14. In the first 6 months of 2017 alone, the commune party committee admitted 12 new party members, achieving the target set for the whole year. In many village party cells, party development work has been taken care of and put into order.

Like the Muong Phu village Party Cell - one of the grassroots party organizations with the second largest number of party members of the Thong Thu commune Party Committee with 54 party members out of a total of 974 people, has been recognized with the title "Clean and Strong" for 4 consecutive years.

Comrade Quang Thanh Hoai - Secretary of Muong Phu village Party Cell said: "On average, each year, the Party Cell admits 1-2 new Party members, increasing the number of Party members every year, ensuring the set target. The main source comes from mass organizations, including children and relatives of cadres and Party members in the area."

Similarly, in Hanh Dich commune, the target for party member development is 8-10 people/year. However, according to Deputy Secretary of the Commune Party Committee Nguyen Ba Kiem, every year, the number of party members admitted fluctuates from 10-12 comrades, exceeding the assigned target. In 2017 alone, up to the end of August, 4 new party members were admitted, 4 cases are being completed, and 5 outstanding people are being nurtured with party sentiment.

Comrade Tran Dang Khoa - Head of the Organizing Committee of Que Phong District Party Committee said: Every year, the District Party Committee ensures to achieve and exceed the target of developing new Party members. For example, in 2016, the whole district admitted 211 new Party members compared to the set target of 180 (achieving 117.2% of the plan).

In 2017 alone, by the end of August, the entire district had also admitted 140 new party members, notably 13 grassroots party organizations that regularly exceeded the plan for party member development such as: Muong Noc, Dong Van, Cam Muon, Tri Le, Hanh Dich, Tien Phong, Kim Son town, Chau Kim...

Thanks to good work in party development, although socio-economic conditions still face many difficulties, 194/194 villages in the area have party cells, and no party cell is at risk of disappearing.

Source creation efforts

Sharing about the efforts in the work of developing the Party at the grassroots level, comrade Luong Ngoc Huan - Secretary of the Party Committee of Thong Thu commune said: "To create a regular source for the work of developing the Party at the local level, every year, the Party Committee of the commune proactively builds plans, assigns targets and provides specific instructions to each Party cell on the work program, in which special attention is paid to discovering, training and admitting new Party members. Assigning comrades of the Standing Committee and the Party Executive Committee of the commune to attend monthly and quarterly meetings with the grassroots Party cells, both to grasp the situation and to guide and urge Party building work, including training and admitting Party members".

In addition, the Party Committee and the government of Thong Thu commune are also interested in finding solutions to help people, especially the youth, stay and start a business in the locality. Accordingly, the commune focuses on investing and encouraging people to develop economic models by issuing projects and plans such as: Project to develop precious medicinal plants including: Codonopsis pilosula, yellow flower tea, and Royal Poria cocos...

Up to now, the economic development models of the commune have initially given positive signals, promising stability. This is one of the important factors helping the development work, creating resources from the young labor force in the area to gradually go smoothly.

As for Hanh Dich commune, one of the solutions that the local Party Committee has implemented to ensure the target of admitting party members is to develop a specific plan from the beginning of the year, assigning each cadre in charge of monitoring the area to urge and help the grassroots to complete the target.

Thanks to that, the grassroots party cells facing difficulties in developing party members are promptly informed by the party committee and have measures to guide and help them to ensure the completion of the set targets.

In addition, identifying the main source of Party members from the youth, the Party Committee and the government of Hanh Dich commune focused on directing organizations to promote cultural and artistic movements, physical education and sports, creating a healthy playground to attract and gather young people to participate. From there, select factors to nurture and recruit into the Party ranks.

For example, in the case of the Secretary of the Pa Kim village Youth Union, Lo Van Diep, thanks to his active participation in union activities, he was elected as a leader of the union and was honored to be trained and admitted to the Party by the village Party cell. Diep said: “The general movements of Pa Kim village are always developing strongly, attracting a large number of people, including young people. In addition, the close attention of the Party Committee such as the Secretary and Deputy Secretary of the Party cell personally attending the Youth Union activities, appointing exemplary Party members with experience to help union members develop the economy... also creates conditions for many union members to feel secure in their attachment to the land of their birth.”

Deputy Secretary of the Party Committee of Hach Dich Commune, Nguyen Ba Kiem, said: On average, each year, Pa Kim Party Cell admits 1-2 party members, many families have 2-4 party members. Most party members, after being admitted, are facilitated by the Party Committee and the Village Management Board to participate in community work. In 2017, Pa Kim Party Cell officially transferred the party membership to 1 comrade, prepared to admit 1 female party member, and had 3 outstanding people of the age of the Youth Union attend the Party sympathy class...

Together with the grassroots party committees and cells, every year, the Standing Committee of Que Phong District Party Committee evaluates and assigns specific implementation plans to each grassroots party organization on the work of developing party members; periodically reviews and grasps the situation to promptly direct party committees at all levels on the training roadmap and creating sources for recruiting party members in the locality.

The District Party Committee also issued a policy for areas far from the center, not to organize concentrated Party sentiment training classes at the district level but to transfer them to the grassroots level according to the commune cluster level, creating maximum convenience for the elite masses to fully receive knowledge and theory to become Party members. In addition, the District Party Committee Standing Committee strengthened inspection and supervision of Party development work in units; promptly commended units that did well, reminded and supported localities that did not meet the requirements.
