The former General Secretary said that cadres are a decisive issue. Selecting and training cadres to become leaders and managers is an extremely important step.

The cadres themselves are one thing, but the organization that manages cadres must be strict, must understand the process of cadres' growth, their strengths and weaknesses. If left as is, bureaucracy will not grasp, only see a few good achievements and then praise them greatly, making them arrogant, becoming people of achievements.

As for the weaknesses that arise, if there are some problems that are not seen or ignored, the weaknesses and bad things will arise more and more, causing the strengths to decrease and the weaknesses to increase, causing the cadres to be initially good but later bad, then gradually degenerate, and good people can also sometimes become bad.

Not to mention the negative, the phenomenon of favoritism, cover-up, which when it flares up leads to discipline and loss of cadres. Losing cadres is very painful, because to train a cadre requires many issues, losing a cadre is a loss for the organization, for the revolution.

There are cadres who have shown bad performance since they were at a young level, but we do not closely follow or evaluate their developments or personalities.

Personnel work is like sowing seeds, we have to watch how they grow into plants. Evaluating people must be very objective and transparent, if internal matters are not transparent it is difficult to evaluate.
