Former General Secretary Le Kha Phieu: Losing cadres is very painful

October 2, 2017 06:31

Talking about a series of recent disciplinary actions against officials and party members, including high-ranking officials, former General Secretary Le Kha Phieu emphasized: "Losing an official is very painful, losing an official is a loss for the organization and the revolution."

The former General Secretary said that cadres are a decisive issue. Selecting and training cadres to become leaders and managers is an extremely important step.

He shared:

General Secretary Nguyen Phu Trong and I recently sat down and talked about this issue. We have done a lot recently, but why do those in charge of the economy and banking allow so many violations to occur?

The cadres themselves are one thing, but the cadre management organization must be strict, must understand the cadres' growth process, their strengths and weaknesses. If left alone, bureaucrats will not grasp, only see a few good achievements and then praise them greatly, making them arrogant, becoming people of achievements.

As for the weaknesses that arise, if there are some problems that are not seen or ignored, the weaknesses and bad things will arise more and more, causing the strengths to decrease and the weaknesses to increase, causing the cadres to be initially good but later bad, then gradually degenerate, and good people can also sometimes become bad.

Not to mention the negative phenomena, the phenomenon of favoritism and cover-up, which when it flares up, leads to discipline and loss of cadres. Losing cadres is very painful, because to train a cadre requires many issues, losing a cadre is a loss for the organization and for the revolution.

There are cadres who have shown bad performance since they were young, but we do not closely follow or evaluate their developments or personalities.

Personnel work is like sowing seeds, we have to watch how they grow into plants. Evaluating people must be very objective and transparent, if internal matters are not transparent it is difficult to evaluate.

Like the Secretary of Da Nang, people had opinions and feedback before, I also came in and said it. It's not that the people don't know, the Party doesn't know, but they know but don't say it, don't say it within the organization but people say it outside.

I welcome good things, just say good things, bad things, say bad things so we can fix them. Correct comments if they are correct, explain if they are incorrect.

The 11th and 12th terms of the Central Committee have seen significant changes, with the fight against corruption improving. However, there have been cases that have occurred since the 10th term, and there have even been cases that I have commented on since 2010 but were only caught 7 years later. Therefore, it is important to act early, otherwise by the time they are released, many things will have been destroyed.

Not only minister level

Disciplinary action against officials has been and is taking place to strengthen discipline, demonstrating the Party's determination to handle "no forbidden zones"?

We are witnessing strong steps taken by the Central Committee, the Politburo and the General Secretary. That speaks to our Party's determination to fight corruption and negativity 'without any forbidden zones'. We are doing it now, must do it and continue to study and research.

This is a good step, but it is not the end. We must make every party member self-aware so as not to violate the law and keep themselves pure. The resistance of every party member, whether at low or high level, must have the courage to maintain. If there is a mistake, there must be discipline, and it must be done decisively.

Have you ever seen a period when the "furnace was so hot" that, as General Secretary Nguyen Phu Trong said: "The furnace was so hot that even fresh wood had to burn"?

Whether it is hot or not, the Party has its ups and downs, its periods. In this period, we dare to do it, we are determined to do it, and we do not shy away from it even at the high level. Not only at the ministerial level but also at higher levels.

Up to now, the 6th Central Conference will discuss personnel, what do you hope and expect?

In my opinion, we should be straightforward, the advantages must be clearly stated, the disadvantages must be clearly stated, from there we can have appropriate levels of handling, but there must be handling. Like the Da Nang case, it must be handled, the important thing is the level of handling.
