According to the North Central Hydrometeorological Station, due to the influence of the tropical low pressure circulation (ATNĐ) on Hon Ngu Island (Nghe An), there were strong winds of level 7, gusting to level 9, and in Ky Anh (Ha Tinh), there were gusts of level 7. The North Central region had heavy rain, some places had very heavy rain such as Cho Trang (Nghe An) 301mm, Chu Le (Ha Tinh) 276mm, Huong Son (Ha Tinh) 271mm, Vinh City 258mm, Ha Tinh City 242mm.

10:00 on October 10, the center of the tropical depression (ATND) is located at about 18.3 degrees North latitude; 105.0 degrees East longitude, in the Central-Laos region. The strongest wind in the area near the center of the ATND is level 6 (40-50km/hour),level 8.

Forecast for the next 12 hours, The low pressure area moves in the West Northwest direction, about 25km per hour, continues to move inland and weakens into a low pressure area in the Upper Laos region. The strongest wind in the center of the low pressure area decreases to below level 6 (below 40km/hour).

Due to the influence of the tropical low pressure circulation combined with the East wind, the Northern Gulf of Tonkin area, the sea area from Thanh Hoa to Ha Tinh (including Con Co and Hon Ngu islands) today still has strong winds of level 6,level 7.

There is a high risk of flash floods and landslides in mountainous areas and localized flooding in low-lying areas in provinces from Thanh Hoa to Ha Tinh.
