Tran Van Duc introduced himself as working at the Department of Natural Resources and Environment, capable of applying for land and carrying out procedures to lease land and grant licenses to build ports, thereby receiving and appropriating billions of dong.

On October 26, the Hanoi City Police Department announced that it had completed the investigation into the case of Tran Van Duc (36 years old, residing in Hoang Mai district, Hanoi), Director of Hoang Duc Trading Company Limited (Hoang Duc Company), and at the same time transferred the case file to the People's Procuracy at the same level to prosecute him for the crime of Fraudulent appropriation of property.

According to the investigation documents, M. Company Limited, headquartered in Me Linh District, Hanoi City, with Mr. Tran Van D. as Director, had a need to rent land and apply for a license to build a port to unload and transport construction materials. Through introductions, Mr. D. became acquainted with Tran Van Duc and a number of other subjects.

When Mr. D. met Duc, he introduced himself as an officer of the Land Management Department (Hanoi Department of Natural Resources and Environment) who was able to request land and complete procedures to lease land and grant licenses to build a port to unload and transport construction materials on the condition that he had to pay 3.8 billion VND.

From October 24, 2011 to October 28, 2011, at Duc's request, Mr. D's company transferred 3.5 billion VND many times. However, Duc used the money for personal expenses, debt repayment and did not fulfill his commitment.

Having fled and been arrested under a wanted notice on May 10, 2017, Tran Van Duc confessed to his crime at the police station. There are a number of other suspects involved in this case that are being further investigated and clarified by the police station.
