According to the investigation documents, M. Company Limited, headquartered in Me Linh District, Hanoi City, with Mr. Tran Van D. as Director, had a need to rent land and apply for a license to build a port to unload and transport construction materials. Through introductions, Mr. D. got to know Tran Van Duc and a number of other people.

When Mr. D. met Duc, he introduced himself as an officer of the Land Management Department (Hanoi Department of Natural Resources and Environment) who was able to request land and complete procedures to lease land and grant a license to build a port to unload and transport construction materials with the condition of having to pay 3.8 billion VND.

From October 24, 2011 to October 28, 2011, at Duc's request, Mr. D's company transferred 3.5 billion VND many times. However, Duc used the above amount for personal expenses, debt repayment and did not fulfill his commitment.

Having fled and been arrested under a wanted notice on May 10, 2017, Tran Van Duc confessed to his crime at the police station. There are a number of other related subjects in this case that are being further investigated and clarified by the police station.
