(Baonghean.vn) - That is the response of the functional sector to the petition of Vinh city voters regarding the proposal to install automatic barriers on residential roads across the railway on some routes in Nghi Lien commune to ensure traffic safety.

According to the functional sector: in Nghi Lien commune (Vinh city), there are 09 legal level crossings (including 06 level crossings with warning signs, 02 automatic level crossings, 01 level crossing with guards), 03 inter-commune residential roads and 09 residential roads crossing Thong Nhat railway.

According to the law: For legal level crossings, the installation of signs, traffic lights, fences, guard posts, etc. is carried out by the railway industry. For residential roads (illegal level crossings opened by people themselves), local authorities must remove them. In cases where they are temporarily allowed to exist while waiting for removal, the locality must have measures to ensure traffic safety.

Therefore, there is no legal basis to request the railway industry to install automatic barriers at residential roads crossing the railway.

To ensure traffic safety at residential roads in the area, Nghe An Provincial People's Committee issued Official Dispatch No. 6493/UBND-NC dated August 24, 2017 requesting Vinh City to close 05 residential roads at locations Km314+945, Km314+970, Km314+990, Km314+998, Km315+017. For 03 inter-commune residential roads, according to Coordination Regulation No. 06/QCPH-BGTVT-UBND dated March 25, 2013 between the Ministry of Transport and Nghe An Provincial People's Committee, while not yet eliminated, the responsibility of the Commune People's Committee must organize the dispatch of guards.

For 06 legal level crossings with warning signs, the Provincial Traffic Safety Committee has advised the Provincial People's Committee to issue a document requesting the Ministry of Transport to upgrade them to level crossings with automatic warning signs and install automatic barriers in Official Dispatch No. 2607/UBND-NC dated April 22, 2016./.
