(Baonghean.vn) - This is the response from the relevant authorities to a petition from voters in Vinh City regarding the request to install automatic level crossing barriers at several roads in Nghi Lien commune to ensure traffic safety.

According to the authorities: in Nghi Lien commune (Vinh City), there are 9 legal level crossings (including 6 level crossings with warning signs, 2 level crossings with automatic warning systems, and 1 level crossing with a guard), 3 inter-commune local roads, and 9 local roads used by households crossing the Thong Nhat railway line.

According to the law: For legal level crossings, the installation of signage, traffic lights, fences, guard posts, etc., is the responsibility of the railway industry. For unofficial level crossings (illegal crossings opened by residents), the local authorities must remove them. In cases where they are temporarily allowed to remain while awaiting removal, the local authorities must implement measures to ensure traffic safety.

Therefore, there is no legal basis to suggest that the railway industry install automatic barriers at level crossings over railway tracks.

To ensure traffic safety at local access points, the People's Committee of Nghe An province issued Official Letter No. 6493/UBND-NC dated August 24, 2017, requesting Vinh City to close five local access points at Km314+945, Km314+970, Km314+990, Km314+998, and Km315+017. Regarding the three inter-communal access roads, according to the Coordination Regulation No. 06/QCPH-BGTVT-UBND dated March 25, 2013, between the Ministry of Transport and the People's Committee of Nghe An province, while these access points cannot yet be closed, the People's Committee of the commune is responsible for assigning personnel to monitor them.

Regarding the 06 legally recognized level crossings with warning signs, the Provincial Traffic Safety Committee advised the Provincial People's Committee to issue a document requesting the Ministry of Transport to upgrade them to protected level crossings with automatic warning systems and install automatic barriers, as stated in Official Letter No. 2607/UBND-NC dated April 22, 2016.
