Regarding the issue of the cumbersome bureaucracy and the strained budget it is bearing, as analyzed by the Head of the Central Organization Department, Pham Minh Chinh, at the conference to disseminate the Central Committee's Resolution No. 6, the People's Petition Committee has also submitted a report to the National Assembly, compiling many opinions from voters concerned about this situation.

Restrict the establishment of new businesses.

Voters in Dak Lak province believe that administrative reform has not seen any breakthroughs and remains cumbersome. While there have been many separations and mergers, the results have been ineffective and have led to an bloated bureaucracy.

Regarding this opinion, the Ministry of Interior stated that, during each government term, the Ministry is responsible for advising, assisting in the implementation, evaluation, and proposing the organizational structure of the government. Overall, over three government terms (11th, 12th, and 13th), the administrative apparatus from the central to local levels has been streamlined, reduced in number, and made more rational.

During the 14th term (2016-2021), the organizational structure continued to be reorganized and improved.

Specifically, the organizational structure of the Government will remain stable at the present time, with 22 ministries and ministerial-level agencies. In addition, there are 8 agencies directly under the Government.

Ministries and agencies have assessed and reviewed their functions, tasks, and powers in accordance with regulations, ensuring several requirements: limiting the establishment of new general departments and departments under ministries; and not maintaining ministerial representative offices in Ho Chi Minh City.

In addition, strictly manage the number of departments and sub-departments within departments, and departments within divisions of ministries, aiming to eliminate the establishment of departments within divisions. Only departments with multiple areas of work or a large workload should be established...

Merging several agencies

For specialized agencies under the People's Committees at the provincial and district levels, the functions, tasks, powers, and framework regulations regarding the number of organizational structures, staffing, and deputy positions of these specialized agencies will be reviewed and improved.

At the same time, research should be conducted to consolidate several agencies and units with similar functions and tasks, and to review and reorganize the internal organizational structure of departments, sectors, and public service units under specialized agencies at the provincial and district levels, ensuring a streamlined, effective, and efficient operation.

Based on the Government's framework regulations, provincial and district-level local authorities decide on the establishment, merger, or non-establishment of certain specialized agencies at the provincial and district levels, ensuring they are consistent with the local situation and meet the requirements of streamlining the administrative apparatus and improving the effectiveness and efficiency of state management in their respective sectors and fields at the local level.

Sharing concerns about organizational structure, voters in Ninh Thuan province suggested that more decisive and effective solutions are needed to streamline the organizational structure and staffing, especially in social and professional organizations.

The Ministry of Interior stated that the policy is to maintain stable staffing levels for social and socio-professional organizations until the end of 2016. From 2017 onwards, funding will be provided or allocated to carry out tasks assigned by the Party and the State.

The Ministry of Interior also requested the Ninh Thuan Provincial People's Committee to review the tasks assigned to social organizations and socio-professional organizations, and based on that, determine the funding to be allocated or supported to these associations corresponding to the volume of tasks performed, instead of the current system of allocating personnel.
