Regarding the issue of the cumbersome apparatus and the budget that is struggling to support it, which Head of the Central Organization Committee Pham Minh Chinh analyzed at the conference to disseminate Resolution 6 of the Central Committee, the People's Petition Committee also sent a report to the National Assembly, gathering many voters' opinions worried about this situation.
Restrictions on new establishment
Voters in Dak Lak province believe that the reform of the administrative apparatus has not made any breakthroughs and is still cumbersome. There have been many separations and mergers but the results have not been high and the apparatus has become bloated.
Regarding this opinion, the Ministry of Home Affairs said that in each Government term, the Ministry is responsible for advising, assisting in the implementation, evaluation and proposal of the Government's organizational structure. Overall assessment, through 3 Government terms (terms 11, 12, 13), the administrative apparatus from the central to grassroots levels has been arranged and adjusted in a streamlined, less centralized and more reasonable direction.
Term 14 (2016-2021), the organizational structure continues to be arranged and improved.
Specifically, the organizational structure of the Government will remain stable at present with 22 ministries and ministerial-level agencies. In addition, there are 8 agencies under the Government.
Ministries and branches have evaluated and reviewed according to regulations on functions, tasks and powers, ensuring a number of requirements: limiting the establishment of new general departments and bureaus under ministries; not maintaining representative agencies of ministries located in Ho Chi Minh City.

Consolidation of several agencies
For the organization of specialized agencies under the People's Committees at provincial and district levels, the functions, tasks, powers and regulations on the organizational structure, staffing and deputy positions of specialized agencies will be reviewed and completed.
At the same time, research the consolidation of a number of agencies and units with similar functions and tasks, review and arrange the internal organizational structure of departments, branches, and public service units under specialized agencies at the provincial and district levels, ensuring streamlining, effective and efficient operations.
Based on the Government's framework regulations, local authorities at provincial and district levels decide to establish, merge or not establish a number of specialized agencies at provincial and district levels, ensuring that they are suitable to the actual situation of the locality, meeting the requirements of streamlining the apparatus, and improving the effectiveness and efficiency of state management of sectors and fields at the local level.
Also concerned about the organizational structure, voters of Ninh Thuan province recommended that there should be more drastic and effective solutions in streamlining the apparatus and staff, especially social and professional organizations.
The Ministry of Home Affairs said that the policy on this is to maintain the stability of the staffing of social and socio-professional organizations until the end of 2016. From 2017, it will implement contracts or provide financial support to carry out tasks assigned by the Party and State.
The Ministry of Home Affairs also requested the People's Committee of Ninh Thuan province to review the tasks assigned to social organizations and socio-professional organizations, on that basis, determine the budget to contract or support the associations corresponding to the volume of assigned tasks instead of assigning staff as at present.
