During the pursuit by law enforcement based on an arrest warrant, Dao Van Soai attempted suicide by drinking poison, but failed.

On December 30, the Supreme People's Procuratorate issued an indictment prosecuting defendant Dao Van Soai, residing in Eakar, Dak Lak province, for the crimes of illegally trading narcotics and illegally possessing military weapons. Soai is the last suspect in the gang involved in the trafficking of 30 blocks of heroin to be arrested and prosecuted by the authorities.

The investigating agency determined that at approximately 7:00 AM on July 1, 2016, on National Highway 6A in Bai Nai area, Mong Hoa commune (Ky Son district, Hoa Binh province), a task force from the Drug Crime Investigation Department (Ministry of Public Security), in coordination with the Drug Crime Investigation Department of Hoa Binh Provincial Police and Ky Son District Police, apprehended two suspects, Pham Van Phuc and Vu Van Nam, traveling on two Air Blade motorcycles with license plates 29D1 - 440.88 and 34B2 - 094.04, heading from Hoa Binh to Hanoi. Each motorcycle was found to be concealing 15 blocks of heroin.

At the investigative agency, the suspects confessed to transporting drugs for Ngo Huu Tinh. Subsequently, the investigative agency issued an urgent arrest warrant for Ngo Huu Tinh, seizing two Air Blade motorbikes, 100 banknotes of 100,000 VND denomination, and other evidence from Tinh's rented room.

During the expanded investigation of the case, the police determined that, due to their family relationship, Dao Van Soai introduced his nephew, Ngo Huu Tinh, to Pham Xuan Nang for drug trafficking; and also hired Vu Dinh Hieu to transport the drugs.

Vu Dinh Hieu lured Pham Van Phuc, Vu Van Nam, and Nguyen Van Giang into illegally transporting narcotics for Ngo Huu Tinh and Dao Van Soai. Phuc and Nam confessed that Ngo Huu Tinh hired them to transport drugs for a fee of 50 million VND per trip.

In July 2017, the Hoa Binh Provincial People's Court brought the case to trial. After a comprehensive review of the case, the panel of judges sentenced Ngo Huu Tinh to death; Pham Xuan Nang to life imprisonment; Pham Van Phuc to life imprisonment; Vu Van Nam to life imprisonment; Vu Dinh Hieu to 15 years in prison; and Nguyen Van Giang to 6 years in prison. As for Dao Van Soai, due to his escape, the investigative police issued an arrest warrant.

On September 9, 2017, the Investigation Police Department of the Ministry of Public Security, in coordination with several professional units, located and apprehended Dao Van Soai pursuant to an arrest warrant. During his escape, Soai attempted suicide by drinking poison but was prevented by law enforcement. On September 11, the Investigation Police Department issued an arrest warrant for Dao Van Soai.

During the treatment process, Soai's girlfriend returned a travel bag that Soai had previously sent him, which contained a K54 pistol and 7 bullets.

The prosecuting authorities determined that Dao Van Soai directed the defendants in the case to use $210,000 to buy, sell, and transport the 30 blocks of heroin mentioned above.
