While being pursued by the authorities under the wanted notice, Dao Van Soai drank poison in an attempt to commit suicide but failed.
On December 30, the Supreme People's Procuracy issued an indictment against the defendant Dao Van Soai, residing in Eakar, Dak Lak province, for the crimes of Illegal drug trafficking and Illegal possession of military weapons. Soai was the last subject in the gang that traded 30 heroin cakes to be arrested and prosecuted by the prosecution agency.

The prosecution agency determined that at around 7:00 a.m. on July 1, 2016, on National Highway 6A in Bai Nai, Mong Hoa Commune (Ky Son District, Hoa Binh Province), the working group of the Drug Crime Investigation Department (Ministry of Public Security) in coordination with the Drug Crime Investigation Department - Hoa Binh Provincial Police, and Ky Son District Police discovered and caught red-handed two subjects Pham Van Phuc and Vu Van Nam riding two Air Blade motorbikes with license plates 29D1 - 440.88 and 34B2 - 094.04 running in the direction from Hoa Binh to Hanoi. Inside each motorbike were hidden 15 heroin cakes.
At the police station, the suspects confessed that they were transporting drugs for Ngo Huu Tinh. The police then issued an emergency arrest warrant for Ngo Huu Tinh, confiscating two Air Blade motorbikes, 100 VND100,000 bills and many other pieces of evidence from Tinh's rented room.
During the investigation, the police determined that due to their relationship as relatives, Dao Van Soai introduced his nephew Ngo Huu Tinh to Pham Xuan Nang to buy and sell drugs; and at the same time hired Vu Dinh Hieu to transport the drugs.
Vu Dinh Hieu lured Pham Van Phuc, Vu Van Nam, and Nguyen Van Giang into illegally transporting drugs for Ngo Huu Tinh and Dao Van Soai. Phuc and Nam confessed that they were hired by Ngo Huu Tinh to transport drugs for a fee of 50 million VND per trip.
In July 2017, the People's Court of Hoa Binh province brought the case to trial. After a comprehensive review of the case, the panel sentenced Ngo Huu Tinh to death; Pham Xuan Nang to life in prison; Pham Van Phuc to life in prison; Vu Van Nam to life in prison; Vu Dinh Hieu to 15 years in prison; and Nguyen Van Giang to 6 years in prison. For Dao Van Soai, because he escaped, the Investigation Police Agency issued a wanted notice.
On September 9, 2017, the Ministry of Public Security's Investigation Police Agency in coordination with a number of professional units discovered and arrested Dao Van Soai according to the wanted notice. While fleeing, Soai drank poison in an attempt to commit suicide but was stopped by the authorities. On September 11, the Investigation Police Agency issued an arrest warrant for Dao Van Soai.
During the treatment, Soai's girlfriend brought him back a travel bag that Soai had previously sent, inside was a K54 pistol and 7 bullets.
The prosecution agency determined that Dao Van Soai directed the subjects in the case to use 210,000 USD to buy, sell, and transport the 30 heroin cakes mentioned above.
