Today, January 3, in Hanoi, Prime Minister Nguyen Xuan Phuc attended the ceremony to announce the decision to appoint Mr. Tran Sy Thanh, former Secretary of Lang Son Provincial Party Committee, as Secretary of the Party Committee and Chairman of the Board of Members (Board of Directors) of PVN.

Also attending were leaders of central agencies, ministries, branches and collectives.an PVN leaders and many key officials at the Group's member units. The ceremony was connected online to connecting points in Ho Chi Minh City, Hai Phong, Quang Ngai, Vung Tau, Soc Trang, Ca Mau.

Speaking at the ceremony, Prime Minister Nguyen Xuan Phuc praised and highly appreciated the efforts and results that PVN has achieved in recent times when the Group has faced many difficulties, both externally and internally, in the context of world fluctuations, oil prices have declined for many years, the East Sea issue as well as some of the Group's officials have committed violations and been criminally prosecuted. "Fire tests gold, hardship tests strength", the Group with its fine tradition, together with its selfless and dedicated workers, from offshore units to processing and other fields, has maintained discipline, solidarity, order, and completed its tasks in 2017. In particular, the Group has exceeded the output of crude oil and gas, and assigned products, continuing to affirm itself as one of the key units of the industry and trade sector, contributing to the overall success of the whole country.

The Prime Minister emphasized the position and role of PVN in the cause of building and defending the Fatherland, and must simultaneously carry out two tasks: effective production and business and political tasks on national security and defense, contributing to protecting and affirming national sovereignty, ensuring energy security, and being the unit that enhances Vietnam's image in the international arena. With such an important position, the Politburo, the Central Executive Committee, and the Party and Government's Party Committee decided to send comrade Tran Sy Thanh to take up the task at PVN Group.

The Prime Minister believes that Comrade Tran Sy Thanh, who has held many positions, will definitely excellently fulfill the tasks assigned by the Party and State.

Focus on solving 5 weak and loss-making projects

On this occasion, the Prime Minister requested Comrade Tran Sy Thanh and the PVN leadership to focus on implementing a number of tasks. First of all, continue to maintain and promote solidarity and unity, overcome all difficulties, and determine the sense of responsibility to complete the heavy tasks assigned by the Party and the State. In particular, focus on and do well the ideological work for cadres and employees. Further consolidate the apparatus, build a streamlined apparatus that is "both red and professional".

“In addition to capacity, the qualities of cadres, solidarity and team building to complete tasks well are very important,” said the Prime Minister.

Along with that, it is necessary to direct the implementation of solutions and operate the development of PVN according to the development strategy of the Vietnamese oil and gas industry and the Vietnam National Oil and Gas Group to 2025 and vision 2030 in Resolution No. 41 of the Politburo, Decisions 1748, 1749 of the Prime Minister. "If you fail, the task of socio-economic development of the country will be difficult to complete" because the Group's contribution rate is quite large in the GDP structure and budget contribution structure.

Third, the Prime Minister requested to closely follow the situation in the East Sea, coordinate well with relevant agencies to implement oil and gas projects in remote areas on Vietnam's continental shelf, and fulfill the task of contributing to socio-economic development in parallel with ensuring national security and defense, protecting and affirming national sovereignty.

Fourth, review and restructure resources; implement arrangement, equitization, and divestment for the 2017-2020 period as approved. Fifth, focus on directing key national projects such as the Blue Whale project, Block B gas project, etc., especially handling issues related to the Nghi Son petrochemical project according to the Politburo's requirements, to overcome the situation of projects being delayed compared to requirements, and then projects to upgrade and expand the capacity of Dung Quat Oil Refinery, power projects, etc. "Thus, a series of projects at risk of delay are waiting for the new Chairman of the Board of Directors together with the General Director, and all comrades here to promote this process," said the Prime Minister. "What has been planned and invested, you must focus on doing it thoroughly, overcoming all difficulties, proposing mechanisms and policies to the Ministry of Industry and Trade, Finance, etc., to the Government for consideration, strict handling, in accordance with the law, creating conditions for development."

Sixth, the Chairman, Board of Members and General Director of PVN directed to thoroughly handle the existing problems of 5 weak projects with long-term losses that have not been resolved, including Dinh Vu fiber factory, Dung Quat shipyard and 3 biofuel factories.

Seventh, continue to reduce costs, combat negative waste, and “front yard and back yard” situations, and improve production efficiency. Pay attention to the material and spiritual lives of employees in the entire oil and gas industry.

Accepting the Prime Minister's direction, the new Chairman of the Board of Directors of PVN, Tran Sy Thanh, expressed his honor and deep awareness of his personal responsibility to complete the assigned tasks. He shared that he does not want to be the leader but wants to stand together, work together, join hands, and stand shoulder to shoulder with the collective of cadres and employees of the Group so that the difficult period of the oil and gas industry can end and continue to develop further.

Although recently there have been some individuals who have committed violations that have affected the reputation of the oil and gas industry, comrade Tran Sy Thanh believes that the Party, Government, and people will not make it difficult for oil and gas workers, and will always create conditions for those full of enthusiasm to regain their spirit and attitude, and continue to contribute to the common cause of the industry.

After the announcement ceremony, the Prime Minister attended the ceremony to celebrate the over-fulfillment of PVN's 2017 oil and gas production plan.

According to the Group, domestic oil exploitation exceeded the plan by 10.5% (exceeding 1.29 million tons); gas exploitation exceeded the plan by 3%; electricity production exceeded the plan by 2.4%; gasoline production from Dung Quat Oil Refinery exceeded the plan by 19.5%; total revenue exceeded the plan by 13.8% (up 10.1% compared to 2016); State budget contribution exceeded the plan by 30.8% (equivalent to exceeding VND 22.9 trillion, up 8% compared to 2016); consolidated profit after tax reached VND 31.9 trillion, capital preservation coefficient reached 1.02 times - ensuring safety and capital development...
