Announcement of 6 Resolutions of the 14th National Assembly Standing Committee

Secretary General of the National Assembly Nguyen Hanh Phuc has just signed a document announcing 6 Resolutions of the 14th National Assembly Standing Committee.

Specifically, in Resolution No. 434/NQ-UBTVQH14 dated October 6, 2017 of the National Assembly Standing Committee on adjusting the central budget capital plan for 2017, the National Assembly Standing Committee resolved to withdraw VND 867.942 billion to the central budget of 5 central ministries, branches and 1 locality. At the same time, add VND 867.942 billion to 1 central ministry, branch and 34 localities.

In Resolution No. 439/NQ-UBTVQH14On October 30, 2017, the Standing Committee of the National Assembly also resolved to recover the remaining VND 1,180 billion out of the total VND 4,958 billion of government bond capital allocated to the Deo Ca Tunnel Project (Co Ma Tunnel BT and site clearance costs) according to Resolution No. 65/2013/QH13 dated November 28, 2013 of the National Assembly.

In Resolution No. 454/NQ-UBTVQH14On November 6, 2017, the Standing Committee of the National Assembly resolved to adjust the budget from the airport fee source to implement the special financial mechanism in 2017 of the Ministry of Transport. Specifically: The fee collection of the airports is 358,400 million VND (remaining the same as the estimate); the amount paid to the state budget is 162,122 million VND (a decrease of 38,278 million VND compared to the assigned estimate); the fee collection of the airports left for use is 196,278 million VND (an increase of 38,278 million VND compared to the assigned estimate, for the Civil Aviation Authority of Vietnam).

In order to continue to improve the effectiveness of implementing policies and laws for individuals and organizations exploiting, farming and processing seafood in developing the marine economy associated with ensuring national defense and security, in Resolution No. 459/NQ-UBTVQH14 dated December 12, 2017, the National Assembly Standing Committee requested the Government and the Prime Minister to focus on implementing the following tasks and solutions: Strengthening and innovating the content, form and methods of propagating and disseminating policies and laws on exploiting, farming and processing seafood associated with ensuring national defense and security, effectively propagating about seas and islands; continuing to promote the implementation of the Vietnam Marine Strategy to 2020; amending and supplementing policies on seafood development, paying attention to policies on developing aquaculture; Synchronously implement policies and laws on exploitation, aquaculture and processing of seafood associated with protection and development of seafood resources and strict control of the marine environment; direct ministries, branches and localities to strengthen coordination to grasp the situation, inspect and control activities at sea...

In Resolution No. 463/NQ-UBTVQH14 dated December 25, 2017, the National Assembly Standing Committee approved the Prime Minister's proposal to appoint Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam for the 2017-2020 term for 4 comrades:

1- Comrade Ha Kim Ngoc, Deputy Minister of Foreign Affairs, as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the United States of America.

2- Comrade Dang Dinh Quy, Deputy Minister of Foreign Affairs, as Ambassador Extraordinary and Plenipotentiary, Head of the Permanent Delegation of the Socialist Republic of Vietnam to the United Nations in New York, United States of America.

3- Comrade Le Huy Hoang, Deputy Director of the Department of Press and Information, Ministry of Foreign Affairs, as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Republic of Mozambique, concurrently to the Republic of Madagascar, the Republic of Seychelles and the Republic of Mauritius..

4- Comrade Nguyen Manh Hien, Deputy Director of the Department of Sea, National Border Committee, Ministry of Foreign Affairs, as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Islamic Republic of Iran, concurrently to the Syrian Arab Republic and the Republic of Iraq.

Resolution No. 466/NQ-UBTVQH14 dated December 27, 2017 of the National Assembly Standing Committee adjusted the unused amount of VND 101,208 billion in the investment plan to support housing for people with revolutionary contributions assigned to 5 localities: Hanoi, An Giang, Ha Tinh, Hai Duong, Tien Giang. At the same time, added VND 101,2018 billion to the Social Policy Bank to implement the policy of supporting the construction of social housing.
