Nghe An: 7.212 billion VND allocated for loans to eligible policy beneficiaries.

(Baonghean.vn) - In 2018, the Social Policy Bank branch in Nghe An strived to achieve a growth target of 20 billion VND in entrusted capital from the local budget.

On the afternoon of January 31st, under the chairmanship of Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Board of Directors' Representative Committee, the Representative Board of the Social Policy Bank of Nghe An province held its 54th regular meeting to evaluate the results of 2017 and implement tasks for 2018.

In 2017, the Nghe An branch of the Social Policy Bank promptly took advantage of the attention from the Central Bank, actively advising on strengthening local support resources, and simultaneously promoting capital mobilization from organizations and individuals in the area. Capital reached VND 7,212 billion, a 7% increase compared to 2017, basically meeting the actual needs of the locality. Capital mobilized within the area reached VND 925 billion, an increase of VND 323 billion compared to the beginning of the year, achieving 181% of the assigned plan.

By December 31, 2017, total outstanding loans reached VND 7,200 billion, a 7% increase compared to the previous year. Outstanding loans under the three programs for poor households, near-poor households, and households escaping poverty continued to lead among the 17 programs, reaching VND 4,373 billion (accounting for 60.7%). This was the year with the highest loan disbursement and debt collection volume in the past 15 years, with loans reaching VND 2,517 billion, a 14.3% increase compared to 2016; and debt collection reaching VND 2,046 billion, a 6% increase compared to the previous year. Overdue loans accounted for 0.17%; the quality of debt resolution improved significantly. The entrusted activities and the network of Savings and Loan Groups showed strong progress in both quantity and quality.The number of good-performing teams increased significantly, while the number of poor-performing teams decreased sharply.

At the meeting, delegates representing various organizations highly appreciated the outstanding results in 2017 and the role of the Board of Directors at all levels. Overall, the credit quality of the branch improved comprehensively, and some transaction offices showed remarkable progress compared to previous years.

However, the level of progress among units is uneven; some units have not narrowed the gap with the general average, overdue debts are increasing, the quality of debt resolution remains limited, and the quality of the entrusted and delegated network is still low... In particular, some units have seen a significant increase in overdue debts compared to the beginning of the year, such as Ky Son (1,316 million VND), Quynh Luu (273 million VND), and Que Phong (202 million VND).

The situation regarding misappropriation and unauthorized borrowing showed a downward trend in 2017. However, many cases have been discovered but remain unresolved and unrecovered, and some areas still have potential for misappropriation and unauthorized borrowing.

In 2018, the Nghe An branch of the Vietnam Social Policy Bank strived to achieve a growth target of 20 billion VND in entrusted capital from the local budget. The goal was to increase capital and outstanding loans by 7-10% compared to 2017. The bank aimed to complete 100% of the capital mobilization plan assigned by higher authorities (including savings deposits through groups, mobilization at commune transaction points, and mobilization from organizations and individuals), and to achieve a minimum outstanding loan target of 99.5% or higher. The bank also aimed to complete inspection plans at all levels and channels with high quality and efficiency.

Concluding the meeting, Comrade Le Xuan Dai, Standing Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the achievements of the Board of Directors' representative committee over the past year; and at the same time requested that, in order to successfully achieve the goals set for 2018,The Board of Directors at all levels should maximize their role and responsibility in leading and directing policy credit, while also paying attention to allocating more local resources entrusted to the Vietnam Bank for Social Policies (VBSP). They should continue to strengthen and maximize the combined strength of the entire society in participating in the management and supervision of policy credit.

Comrade Le Xuan Dai suggested that the associations should make maximum use of central and local budget funds, further strengthen the mobilization of capital from organizations and individuals in the area, and at the same time do a good job of debt recovery, including installment debts, to proactively secure capital to fully meet the needs of loan growth. He directed the transaction offices to strengthen strict control over loan quality, strictly and thoroughly comply with the debt handling process, and stop extending debt beyond the stipulated time; and continue to implement effective solutions to improve and enhance the quality of operations in Ky Son, Que Phong and Quynh Luu...
