Nam Dan will have one more town in the "five South" region
(Baonghean.vn) - That is the information reported by the leader of Nam Dan district at the working session with the provincial National Assembly monitoring delegation, requesting that the locality needs to exploit and effectively use projects invested from ODA capital.
On the morning of March 7, the National Assembly supervision delegation of the province led by Mr. Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of the province had a working session with Nam Dan district on the implementation of policies and laws on management and use of foreign loans (ODA) in the period 2011-2016 in Nghe An province.

Nam Dan is a locality that benefits from the Nghe An Province Floodplain Restoration Project, investing in building infrastructure for floodplains and inundation in the "Nam Nam" communes (including Khanh Son, Nam Kim, Nam Phuc, Nam Cuong and Nam Trung) of Nam Dan district, to limit damage caused by floods to people in 5 communes in the "Nam Nam" area; organizing quick response and handling of incidents when floods occur in the area, stabilizing production and life, contributing to hunger eradication and poverty reduction.

The project has a total investment of 672,148 million VND, from the Saudi Arabian Development Fund, accounting for 50% of the total investment, covering the construction costs for the level IV delta roads, with a total length of 29.98 km and 15 rescue houses of type 1, type 2 and type 3. The counterpart capital from Vietnam includes the capital to overcome the consequences of floods in the Central provinces and other legal capital sources. The ODA capital allocated until the end of 2017 is 308,211 million VND. The domestic counterpart capital allocated until the end of 2017 is 119,550 million VND.
During the implementation process, the district closely coordinated with the province's professional agencies and related ministries and branches. The planned capital paid up to December 31, 2016 was over 199.2 billion VND; the domestic counterpart capital of the project arranged up to December 31, 2016 was 42.2 billion VND.

This is a large project, improving and ensuring infrastructure, directly promoting economic and social development, ensuring social security for 5 disadvantaged communes accounting for 1/3 of the population of Nam Dan district. The project implementation made people extremely excited, people voluntarily donated land and property to implement the project.
To effectively exploit and use the works and projects invested from the Nghe An Province Floodplain Restoration Project, Nam Dan district has planned industrial service clusters in Nam Phuc, Nam Cuong, Nam Kim communes and planned a future town in the Nam Nam area.
After the project was completed, the localities in the Nam Nam region have initially built and formed agricultural economic models in the direction of high-tech investment.
Regarding the route connecting Yen Xuan bridge to National Highway 15, the Department of Transport is proposing to upgrade it to National Highway.
On behalf of the monitoring delegation, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien acknowledged that Nam Dan district implemented the project in accordance with the regulations and procedures of the province's central guidance documents; the district proactively selected investment calling options; developed plans to mobilize people's strength, arranged the district's budget for site clearance; the district paid attention to project inspection work.

The monitoring delegation requested to do a good job of managing records; strictly implementing the reporting regime; continuing to urge the implementation of unfinished items, and completing the project payment and settlement regime.
Along with that, the district needs to mobilize counterpart funds for the project; promote investment attraction, create breakthroughs, promote socio-economic development of the New Rural District as a premise to build a model New Rural District of the whole country.
